You will serve as a PROGRAM MANAGER in the MISSILE BRANCH/SP271/SP2717 of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will lead SP27 in Procurement Planning and Acquisition Strategies from simple to complex contracts. You will analyze contract performance and provide guidance to work scope owners during contract performance. You will serve as a Contracting Officer Representative (COR) and initiate and establish procurement request requirements and contracting schedules with the contractor, contracting group and other stakeholders. You will manage schedule and ensures on-time completion of milestones; organize and manage the Contract Work Statement (CWS) review with all scope owners. You will maintain and control the procurement requirements baseline; coordinates and tracks all Production and Deployed System Support (P and DSS) labor and non-labor fact finding. You will serve as the branch technical representative and liaison during contract pre-negotiation business clearance development and approval processes. You will serve as the branch technical representative and liaison contractor/government negotiations, and all other branch pre/post award efforts. You will plan, direct and manage long range acquisition planning for the missile branch. You will analyze overall program goals, translates these to specific missile performance and cost objectives, and, in cooperation with the contractors generate contract incentive plans. You will interpret contract requirements for all stakeholders in accordance with higher level authority, SSP and SP27 policies.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: lead, manage, guide and plan the execution of multiple large and small contract procurements, assist with invoicing and payment, contract performance, expenditure tracking, timely contract award, Earned Value Management for procurement and Acquisition contracts for an organization.
