This position is a team leader in the Security Management Branch in the Security and Emergency Management Division (SEMD), Enterprise Office (EO), Business Center (BC) - Operations Office, Rural Development (RD), US Department of Agriculture. Remote/ Virtual Position: NO The incumbent will report to Washington D.C or St. Louis, MO USDA, Rural Development Office.

Duties

Serves as Lead Specialist and initiates background investigations and evaluates prior background investigations to determine eligibility for reciprocity. Ensures required documents are completed correctly and reviewed for timely scheduling of background investigations. Assist management in developing long-range personnel suitability and adjudication plans. Developed and implement policies and procedures for the personnel suitability program within Rural Development . Conducts quality reviews of personnel suitability operations and participates in audits and internal control reviews to ensure compliance with all applicable laws and regulations. Interprets federal laws, rules, regulations, and guidelines and offers technical and administrative guidance to managers, candidates, and human resources (HR) staff. Ensures team coordination with HR in order to resolve difficult, unique, complex suitability issues and related human resources concerns. Serves as a leader responsible for directing three or more employees in the performance of their duties.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-12 grade level for consideration for the GS-13 grade level). For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Assessing situations complicated by conflicting or insufficient data, evidence, or testimony which must be analyzed to determine the applicability of established methods, the need to digress from normal methods and techniques, the need to waive security and investigative standards, or whether specific kinds of waivers can be justified. Formulating the information gathering strategy for and handling all actions regarding outgoing requests for investigation, requests for additional information, requests for other agency files, requests for suitability and/or adverse action determination, and requests for medical and/or psychiatric evaluations required to obtain information needed for an informed adjudication decision. Addressing ambient problems in the provision of investigative materials and sensitive national security information used in personnel security determinations. Reviewing and evaluating completed Background Investigations (BI), of various types, scope and making security and fitness determinations. There is no education substitution for this grade level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0080 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
