Duties
If selected at the GS-13 level, the below responsibilities will be performed in a developmental capacity.
Serves as the Sub-Process Owner (SPO) for Hazardous Material (HAZMAT) Packaging, HAZMAT Storage and Cylinders, and Supply Discrepancy Report (SDR) interface sub-process areas.
Responsible as the senior advisor to the Technical and Quality (TQ) Process Owner regarding enterprise TQ functional process performance issues related to HAZMAT Packaging, HAZMAT Storage and Cylinders, and Supply Discrepancy Report (SDR) interface.
Establishes and maintains metrics to monitor business performance for the HAZMAT Packaging, HAZMAT Storage and Cylinders, and the Supply Discrepancy Report (SDR) interface.
Leads and guides the established DLA Sub-Process Owner team and the supply chain and distribution stakeholders.
Analyzes and evaluates Key Performance Indicators, metrics, and other process performance critical data to ensure the Technical and Quality process areas are meeting their performance targets.
Performs all phases of planning, implementing, and overseeing audit evaluation for managed programs by providing expertise on process and system for A-123 (E2E review, risk control matrix, etc).
Serves as lead specialist over Technical and Quality process issues and problems of particularly high visibility and criticality to the agency.
Conceptualizes in-depth enterprise-wide management studies pertaining to process performance review methodology and procedures to identify problems and develop solutions to improve performance review effectiveness.
Plans, organizes, and directs reviews; assigns segments of the review to various functional process organizations; and coordinates the efforts of the functional analysts/experts throughout the agency.
Coordinates findings, provides agency expertise in the development of supplemental guidance for enterprise-wide implementation, evaluates its impact/effectiveness on Technical and Quality functional processes.
Reviews and interprets new/changing policies and procedures, determining the impact on existing/envisioned Technical and Quality functions, develops/challenges concepts, and provides justification with precedent setting or problem situations.

Qualifications
To qualify for a Technical and Quality Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-14:
Applying quality assurance (QA) concepts, operating principles and methodology applicable to major agency QA programs and mission areas.
Analyzing and resolving very complex or sensitive problems related to quality assurance, and in applying new developments and methodologies to the TQ process and program areas.
Ensuring processes are in compliance with applicable laws/policies/regulations, well documented and regularly maintained (e.g., process system memorandum, functional system specifications, Standard Operating Procedures, and process-related training).
Extensive work on the DoD/DLA HAZMAT Packaging program, HAZMAT Storage and Cylinders program, and the Supply Discrepancy Report (SDR) interface.
Planning, implementing, and overseeing audit evaluation for managed programs to include providing expertise on process and system for End-to-End process reviews, risks, and controls.
GS-13:
Demonstrating comprehensive and expert knowledge of technical and quality processes related to organizational relationships, standards, principals, regulations, precedents, and new developments.
Analyzing techniques and evaluating methods to investigate and research issues, which lead to the development of effective and efficient Technical and Quality solutions.
Monitoring end user compliance with policies affecting/involving functional areas.
Providing guidance and advice to operating or management officials on policy/procedures interpretation.
Occupying considerable experience as related to the DoD/DLA HAZMAT Packaging program, HAZMAT Storage and Cylinders program, and the Supply Discrepancy Report (SDR) interface.
