This position is located in the Office of the Managing Director (OMD), Office of the Chief Information Officer (OCIO), Technology Delivery Group, Federal Communications Commission (FCC), located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Time in grade restrictions do not apply to Direct Hire procedures. Basic Requirements: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND GS-12 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-11 level in the Federal service. Specialized experience is defined as follows: 1. Experience applying a wide variety of applications, operating systems, protocols, and equipment used in customer support sufficient to receive, respond to, and ensure complete resolution of IT issues.2. Experience supporting and troubleshooting services within the Cloud (AWS, Azure, etc.).3. Experience navigating interrelated computer technical specialty areas (e.g. LAN and/or Network management; information and telecommunications networking; applications systems design; systems software; computer hardware configuration, design, and analysis; IP requirements analysis and acquisitions).4. Experience providing reviews and making recommendations to the enhancement of information security systems. GS-13 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-12 level in the Federal service. Specialized experience is defined as follows: 1. Experience managing leading or overseeing IT help desk(s) and ensuring daily IT operations and service delivery is properly executed for Tier 2, 3 and 4. 2. Experience with database Administration with hands-on expertise in setup, configuration, security, and support specifically for Oracle, SQL Server, Postgres, and Cloud with special focus on AWS and Azure Platform as a Service (PaaS).3. Experience developing IT workflow maps and processes to find and identify and implement efficiencies and providing guidance to specialists involved in life cycle management of computer systems.4. Experience navigating interrelated computer technical specialty areas (e.g. LAN and/or Network management; information and telecommunications networking; applications systems design; systems software; computer hardware configuration, design, and analysis; IPrequirements analysis and acquisitions)5. Experience providing advice on and applying IT security issues, principles, methods and procedures to receive, respond to, and ensure complete resolution of a variety of complex problems. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
