Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
SF-50: If you are seeking a reassignment/change to lower grade, you must submit a copy of your most recent SF-50 (non-award) AND the SF-50 placing you into your current position.
To support your claim of time in grade, you must submit your most recent appointment, promotion, within grade increase SF-50 (not an award or general adjustment SF-50). See the required documents section for more information. Note: multiple SF-50s may be required to adequately illustrate you have the requisite time-in-grade.
Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Applicants must have at least one (1) year of specialized experience, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience or educational substitution are described below for each grade level.
GS-11 Level: One (1) year of specialized experience equivalent to the GS-09 level. Specialized experience is defined as gathering information, analyzing data, developing findings, making recommendations, and adapting guidelines or methods to the needs of the assignment

Applicants may substitute education for the experience required with a Ph.D. or 3 full years of equivalent higher level graduate education leading to such a degree or LL.M.,
OR
A combination of education and experience: Equivalent combinations of (1) specialized experience and (2) PH.D graduate education. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
GS-12 Level: One (1) year of specialized experience equivalent to the GS-11 level. Specialized experience at the GS-12 level is defined as meeting the specialized experience as described in the GS-11 level specialized experience and experience performing at least 2 of the following 4 duties: 1) performing analytical studies of a variety of complex procedures designed to improve the effectiveness of the operation; 2) communication briefings of status reports that influences and/or persuade managers to accept and implement those findings and recommendations; 3) conducting in depth management studies of organizations, manpower utilization, work methods and/or policies and procedures required to assure maximum provision of essential benefits and services; 4) analyzing performance improvement data to measure the effectiveness of the performance improvement plan.
There is no educational substitution for GS-12.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Education must be accredited by an
accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications. Provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.All education claimed by applicants will be verified upon appointment. If you are using foreign education to meet qualification requirements, you must send a
Certificate of Foreign Equivalency with your transcript to receive credit.There is no educational requirement or substitution at the GS-12 grade level.
