Summary
The primary purpose of this position is to serve as an Integrated Air and Missile Defense (IAMD) Defeat Mechanisms Program Analyst in the North American Aerospace Defense Command (NORAD), Directorate of Operations (J3), Decision Superiority and Defeat Mechanisms Division (J38). Responsible for executing NORAD staff support and policy determination in support of integrated air and missile defense (IAMD) of the homelands, with a focus on the national capital region (NCR). The NCR is CDR NORAD's number one critical defended asset.
Duties
Serves as a NORAD integrated air and missile defense (IAMD) defeat mechanism program analyst responsible for identifying capability, acquisition, and employment requirements across the NORAD Enterprise with focus on air cruise missile defense capabilities in the national capital region.
Conducts and coordinates long-range, highly complex, and sensitive studies to improve and influence IAMD Operations for Air Cruise Missile Defense of the Homelands (ACMD-H).
Serves as NORAD IAMD technical advisor to managers, supervisors, and partners in support of Homeland Defense Operations.
Represents NORAD J3 at meetings, conferences, symposia, and site visits related to assigned programs.

Qualifications
This is a Centrally Managed Position in the 0301 Series, Miscellaneous Administration and Program Career Field.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Congressional, OSD, Joint Staff, Service, Canadian Government, Local Government, State Government, and Command processes to coordinate IAMD implementation policies. Mastery of a wide range of Congressional, OSD, Service, and other government laws, policies, and regulations to develop, fund, budget, plan, acquire, and field IAMD systems. Extensive knowledge of existing and developing adversary cruise and hypersonic missile capabilities. Extensive knowledge of existing and developing US and Allied defeat mechanisms to counter adversary cruise and hypersonic cruise missile threats. Expert knowledge of command-and-control systems and NORAD Enterprise air defense assets to support IAMD system integration. Extensive knowledge of NORAD staff processes used to accomplish special projects and prepare position papers, briefings and other documentation used to present and coordinate positions on IAMD objectives and milestones.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD military command structure, missions, and relationships. Ability to gather, assemble and analyze facts, draw conclusions, and conduct logical analysis.
2. Knowledge of a comprehensive range of existing and developing adversary cruise and hypersonic missile capabilities, to include adversary air and missile weapon systems. Skill in preparing and presenting oral and written briefings, papers, or reports suitable for senior leadership use and decision making.
3. Knowledge of specific airborne and ground-based early warning sensors, missile systems and other defeat mechanisms, and associated C2 architecture. Skill in adapting to a quickly changing crisis and the ability to concisely communicate the changes to senior leadership.
4. Knowledge of Tactics, Techniques, and procedures for homeland defense (e.g. Operation NOBLE EAGLE EXORD, the NCR-IADS System, AEGIS Weapons System, Standard Missile, Directed Energy, etc.).
5. Knowledge of the Joint Operational Planning and Execution System (JOPES) and the traditional military decision-making process.
6. Knowledge of the Department of Defense, Joint Staff, and Services vision, strategic planning documents and planning processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
