You will serve as a SENIOR OPERATIONS RESEARCH ANALYST in the NAVY TOTAL FORCE MANPOWER, TRAINING AND EDUCATION REQUIREMENTS DIVISION of PERS WASHINGTON.
Duties
You will lead the analytic agenda and provide expert consultation to leadership on all matters to manpower programming, personnel policy and strategic assessments.
You will serve as the manpower modeling and manning simulation expert and conducts strategic analysis on issues that have a direct impact on National Defense, force structure, manpower and personnel policy decisions.
You will use strategic planning methods, data analysis, statistics and other operations research analysis techniques to define and resolve manpower and personnel programs.
You will collaborate on and support manpower model development and analytic studies with other services, various government agencies, academic institutions and private organizations.
You will oversee the development and maintenance of tools and models.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
GS-14 position: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing manpower models in order to inform leadership on programming and policy decisions; 2) Developing solutions to manpower and personnel issues; 3) Making recommendations to increase effectiveness of manpower programs; and 4) Utilizing Visual Basic, Oracle Business Enterprise Edition (BIEE) or Structured Query Language (SQL) for conducting manpower, manning and personnel program and policy assessments.
GS-13 position: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating with personnel on manpower, training and education analyses; 2) Developing white papers to record the results of data driven analysis and model output; 3) Responding to Congressional inquiries on manpower programs; and 4) Determining manpower requirements by conducting operation research analysis techniques.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a bachelor's or higher degree in operations research OR have successfully completed a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
