About the Position: Serves as Chief and Senior Research Analyst and Chief of the strategic Prevention Assessments Division, within the Directorate of Prevention, Resilience, and Readiness (DPRR), Office of the Deputy Chief of Staff, G-9.
Duties
Provide Army Enterprise analysis, data integration and performance evaluations in support of senior-level decisions relative to Resilience and Readiness (R2) of the Force and G-9 policies and programs that impact the Total Army Community.
Build and maintain individual and collective data integration capabilities which support efforts to reduce suicidality, sexual harassment and assault, substance misuse, domestic violence, indiscipline, and the stigma associated with seeking help.
Plan long-term strategies relative to the needs of the Army; develop and manage strategic goals and objectives; anticipate future requirements; and measure and evaluate performance related issues.
Interpret and analyze a full range of prevention statistical data in support of critical decisions by senior Army Leaders to accomplish long and short-term G-9/Manpower and Reserve Affairs Resilience and Readiness goals and objectives.
Propose corrective action for the improvement of the Resilience and Readiness at all echelons, and across all functional areas that are involved or impacted.
Exercise supervisory responsibilities for military and Department of the Army (DA) civilian personnel assigned to the strategic Prevention Assessments Division.
Lead, motivate, provide guidance, set standards, and evaluate performance of ad hoc analytical/study groups.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes (1) leading studies or study teams conducting operations research and analysis of complex problems to enable progress and quality of data development; (2) applying analytical and evaluative methods for enterprise-level data policy development, governance and operation; and (3) briefing and defending the results of the analysis to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
