This position is located in the Department of Homeland Security, Federal Protective Service, Kansas City, Missouri and San Francisco, California.
Duties
The primary purpose of this position is to maintain budgeted funds allotted to the region; and forecast and determine appropriate financial actions needed to ensure proper application and utilization of funds that have a direct impact on the operations of the division.
Duties performed:
Monitors all phases of budget execution to ensure funds are properly recouped and/or allocated and are obligated in a timely and effective manner, including monitoring and tracking countermeasures, analyzing data for accuracy, and recommending actions of financial nature which will affect the direct operations.
Tracks building specific expenses associated with security and protection such as protective security officers, repair and maintenance of alarm systems and magnetometers, including identifying causes for non-profitability and recommending actions to improve cost effectiveness.
Develops, recommends, and implements pricing structures for each security feature (asset), including new acquisitions and coordinates fee structures charged for Security Services to ensure consistency.
Works in coordination with the various organizations to determine that appropriate funding levels correspond with security requirements of each facility in the FPS inventory.
Provides guidance and advice within the organization concerning administrative policies and management and organizational theories that require considerable adaptation and/or interpretation for application to internal program issues and problems.
Administers budget formulation, execution and analysis of organizational overtime, travel, contracts, and purchase card transactions.
Qualifications
Minimum Qualifications:
GS-11: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Analyzing program and policy changes to assist with formulation of budget forecasts and estimates; and
Providing training programs relating to budget procedures and automated systems to staff; and
Reviewing and analyzing data to prepare budget estimates and financial reports.

OR Have successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university that provided the knowledge skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcripts (unofficial or official) to support your claim.
OR Have a combination of specialized experience (less than one year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (unofficial or official) and your resume must explicitly indicate how you meet the experience to support your claim.
Specialized Experience:
GS-12: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Monitoring budget execution to ensure funds are allocated and obligated appropriately; and
Developing and implementing guidelines, procedures and controls for financial management of an organization; and
Developing budgetary policies and practices that align with organizational goals and comply with regulations.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
