Duties

Supervisory Program Analyst (Deputy Division Director) The purpose of this position is to direct the general day-to-day operations that include managing and supervising the administrative and operational activities of the organization. Additionally, the incumbent identifies and monitors program/project requirements and plans, to include resources through the life cycle of complex programs. Duties Include: Manages the development of capabilities-based assessments (CBAs) based on analysis of public health consequences and conventional disaster scenarios. Manages development of requirements for capabilities needed to deliver on Emergency Support Function. Manages the development of materiel and non-materiel requirements for medical countermeasures necessary to respond to chemical, biological, radiological, nuclear (CBRN) incidents. The incumbent develops, modifies, and/or provides input to program strategic goals, procedures, and methodologies. Implements, coordinates, and integrates project activities; participates in program phase and milestone reviews; and conducts program studies. Identifies and resolves problem areas related to implementation and achievement goals. Reviews policy guidance and other planning documents to ensure adequate support within the phase of the program. Assesses program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the program/projects. Provides administrative and technical supervision necessary for accomplishing the work of the office. The incumbent may be requested to participate in/support public health and emergency medical responses to national security incidents.

Qualifications

Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Developing and/or analysis of threat scenarios, threat risk assessments or (public health and medical) consequence models: Leading development of capabilities-based or materiel requirements (e.g., for medical countermeasures), or conducting capabilities-based assessments or analyses of alternatives: Managing medical countermeasures development programs and/or projects, to lead the development of strategy, policy, regulatory tools, guidance, or operational plans for medical countermeasures: Leading projects and/or programs that involve information or analysis related to chemical, biological, nuclear, radiological, explosive or emerging infectious disease threats: Participating in preparedness and/or response activities for national health security, public health emergencies, or emergency medical response to disasters.
