This position is located within the Food and Drug Administration (FDA), Center of Drug Evaluation and Research (CDER), Office of New Drugs (OND), Office of Administrative Operations (OAO). The office is located in Silver Spring MD. This position is remote-within the local commuting area. If selected, you must reside in the local commuting area and will have to report to an FDA worksite on an irregular basis.

Duties

Defines jobs, selects employees, and assigns work and defines technical work requirements and milestones. Establishes short and long-range plans and schedules covering the work of an organizational unit. Coordinates the work of subordinate office/division directors supported using internal/external tool to ensure transparency. Supervises a group of employees performing work at the GS-9 to GS-13 levels. Provides administrative and technical supervision needed to accomplish the work of the Staff. Leads staff in carefully integrating office/division efforts with strategic objectives across the organization ensuring the alignment of the organization work with that of the Center. Performs analytical, fact-finding projects to assess the effectiveness of program Office and CDER plans and goals. Analyzes mission assignments, establishes program objectives, and develops short-and long-range plans, projects, and schedules. Manages the formulation of the payroll and operating budget. Reviews and evaluates internal systems and policies ensuring the budget planning and actual activities are carried out and appropriately tracked. Works closely with the Supervisory SMO and other senior level staff members to define objectives, formulate policies, and design programs to meet the needs of the office's administrative management functions.

Qualifications

The position of Supervisory Management Analyst falls under the 0343 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 04/15/2024. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Specialized Experience: To qualify for the GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the next lower grade of GS-13 or equivalent band level of responsibility in the Federal Service which includes (1) Providing technical guidance on financial management, travel, property, timekeeping and other non-human capital activities; (2) Leading complex programs and organizational studies to improve the efficiency and effectiveness of work processes and administrative operations; (3) Communicating work assignments to include multiple deadlines and resolving administrative, program and organizational issues. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
