This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Financial Officer (CFO), Performance Risk & Social Science Office (PRSSO) with one vacancy in Silver Spring, MD.

Duties

As a Supervisory Management and Program Analyst, you will perform the following duties: Develop approaches to challenges and opportunities to more efficiently and effectively meet organizational goals. Develop new or modified requirements and procedures to meet overall goals or objectives. Provide data-driven recommendations on highly complex matters to senior office and agency leadership. Plan, distribute, schedule and adjust work to be accomplished by subordinate employees. Develop performance standards to evaluate subordinates' work performance and provide oversight, instruction and training for needed development. Interview candidates for positions and make recommendations for appointment, promotion, or reassignment. Advise, counsel and instruct employees on work and administrative matters, including hearing and resolving complaints. Identify and mitigate critical enterprise risks including providing objective, independent, and data-driven perspectives on National Oceanic and Atmospheric Administration (NOAA) high-risk programs and projects. Provide insight into the implementation of Office of Management and Budget (OMB) Circular A-123, including delivering the risk profile to the Department of Commerce (DOC) and making recommendations to reduce risk exposure. Develop policies and procedures, implement best practices, and establish a recognized community of practice to enhance risk management functions. Provide direction and leadership for ongoing program analysis, evaluation, and data collection concerning program operations and long-range program planning. Provide strategic management support and tactical advice to leadership on all work-related functions, administrative actions, and decision support activities. Provide insight into the implementation of the Program Management Improvement Accountability Act, including developing a more robust program management culture.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 level in the Federal service. Specialized experience MUST include all of the following: Developing or revising program requirements or procedures to meet overall goals or objectives; Preparing work assignments and evaluating work performance of subordinate employees; Assessing organizational programs or projects to identify critical risks; and Advising leadership on program operations and long-range program planning.
