Duties

As a Supervisory Management and Program Analysis Officer, you will perform the following duties: Manage/direct National Oceanic and Atmospheric Administration's (NOAA) Internal Risk Mitigation Program (IRMP). Identify, analyze, and manage information related to internal risks across the enterprise utilizing a customer-focused approach to mitigate internal risks and safeguard NOAA's mission and its invaluable workforce. Provide staffing analysis and reports. Recommend improvements to internal operations and procedures. Interpret policies and directives. Establish short- and long-range goals and objectives. Oversee the organization's internal risk management efforts to ensure all aspects of the Internal Risk Mitigation Program (IRMP) are following organizational and regulatory policies, directives, instructions, and procedures. The IRMP will span all of National Oceanic and Atmospheric Administration (NOAA) and encourage collaboration and information sharing across Line Offices, Staff Offices, and Corporate Services including incorporating all existing efforts to identify and mitigate potential risks. Incorporate the NOAA spirit of Diversity, Equity, Inclusion, and Accessibility. Improve employee awareness of and access to existing resources (e.g. Behavioral Health and Wellness and the Employee Assistance Program); as well as in-place programmatic mechanisms within Workplace Violence, Prevention, and Response (e.g. sexual assault and harassment victim support), the Office of Inclusion and Civil Rights (e.g. Employee Resource Groups), and NOAA's Scientific Integrity program. Perform the full range of supervisory duties. Plan, schedule, assign, direct and review work of others. Develop performance standards and evaluate work performance of subordinates. Set and adjust short- and long-term priorities. Provide technical oversight and instruction. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Assessing and evaluating the effectiveness of internal risk mitigation programs, activities or operations and implementing changes to better protect an organization's people, mission, information, and other assets; Conducting analysis on various administrative and programmatic areas and relaying findings and results through reports and presentations; and Evaluating work performance, including developing performance standards, providing oversight, and setting work priorities.
