The primary purpose of this position is to provide leadership for technical data management projects for the Commercial Derivative Aircraft Division (WVV), Technical Order Management Agency (TOMA).
Duties
Manage and sustain assigned Technical Data
Support the Organization's Modernization Program Data Acquisition Activities
Serve as central point of contact for the release or purchase of Technical Orders
Develop and improve data systems used to support technical publications

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have within 120 days of the closing of the announcement the specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes assessing the productivity, effectiveness, and efficiency of the program operations; analyzing and resolving problems; establishing criteria to measure and/or predict the attainment of program or organizational technical data goals and objectives; developing related administrative regulations; evaluating the timeliness and accuracy of technical orders deliveries and utility; providing budgetary estimates. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. "Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply."
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DOD and Air Force TO system, related directives, policies, regulations and TO specifications.
2. Knowledge of the missions, roles, functions, organizational structures and operation of DOD, Air Force, and other entities that govern, interface with, and/or influence the Air Force TO Program.
3. Skill in analyzing problems and developing solutions with appropriate recommendations to leadership, management, and field activities pertinent to TO sustainment and acquisition.
4. Skill in developing interpersonal relationships, maintaining good working relations, and working cooperatively as a team member.
5. Ability to organize, plan, facilitate and implement functions and processes for the acquisition of technical data in support of modernization programs.
6. Ability to use office automation tools to process TO changes; TCTOs; supporting documents; design and generate reports; briefing materials.
7. Ability to apply/use Life Cycle Logistics Management principles, concepts, policies, and functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
