This position is located in the Department of Homeland Security (DHS), Office of the Under Secretary for Management, Office of the Chief Procurement Officer, Strategic Programs Division, Strategic Solutions Office.
The primary purpose of this position is to serve as a subject-matter expert and analyst on business process reengineering for DHS, formulate guidelines for major procurements, and provide project management to sourcing teams.
Non-BU: This is a non-bargaining unit position.
Duties
As a Program Analyst, GS-0343-13, your typical work assignments may include the following:
Analyzing and evaluating (on a qualitative and quantitative basis) the effectiveness of strategic sourcing in support of acquisition programs and projects in meeting agency established goals and objectives.
Formulating and implementing plans to improve acquisition program policies, practices, methods, and organizational structure.
Developing acquisition quality assurance review and management oversight objectives and measures that directly align with Strategic Sourcing Program concept of operation (CONOPS).
Providing advisory assistance to functional area personnel involved in developing or revising acquisition plans, technical specifications, performance work statements, statements of work, statements of objectives, and quality assurance surveillance plans.

Requirements

Qualifications
SPECIALIZED EXPERIENCE
To qualify you must possess at least one (1) full year of specialized experience equivalent in the level of difficulty and responsibility to that of the next lower grade level (GS-12) in Federal Service or equivalent private sector experience.
For this position, specialized experience is defined as the following:
Providing authoritative advice/guidance to various levels of personnel on acquisition policies and procedures.
Formulating and recommending comprehensive strategies to improve acquisition planning, practices, and methodologies for data analysis.
Applying qualitative and/or quantitative methods sufficient to design and direct comprehensive studies and evaluations.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
