Duties
This Management and Program Analyst position is located in the Manpower Analysis & Systems Section, Workforce Services Branch, Operations Management Division, Law Enforcement /Federal Air Marshal Service (LE/FAMS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Evaluates the effectiveness of operational programs and special projects.
Provides objective data and information to support management decisions on administrative or programmatic aspects of TSA operations.
Participates in strategic planning and integration of planning processes to meet short- and long-term requirements.
Represents Manpower Analysis & Systems Section in external stakeholder meetings on behalf of the Section supervisor, and prepares, reviews, and approves briefing documents and communications for TSA leadership and other leaders.
Analyzes and evaluates service-wide activities and metrics to ensure appropriate resources are available, being used appropriately, and conducive to success of TSA's mission and goals.
Advises management on complex administrative programs including utilization of metrics and other developed tools in order to track and analyze organizational data.
Develops and employs contacts (e.g., within LE/FAMS, across TSA Program Offices, DHS, etc.) to exchange data and assess operational impact.
Plans, coordinates and provides logistical support for meetings within LE/FAMS and with cross-functional representation (inside or outside TSA).
Scopes, manages, executes, and reports results of assigned special projects.
Defines, collects, and analyzes metrics relevant to operational and administrative performance within the LE/FAMS divisions.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Analyzing and evaluating service-wide activities and metrics to ensure appropriate resources are available.
Advising and counseling management on complex administrative programs.
Defining, collecting and analyzing metrics relevant to operational and administrative performance within the LE/FAMS Divisions.
Participating in strategic planning and integration of planning processes to meet short- and long-term requirements.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
