This position is located in US Department of Agriculture, Departmental Administration, Office of Human Resources Management, Executive Resources Management Division. The incumbent manages personnel security for assigned employees.

Duties
Initiates public trust and national security investigations.
Reviews and evaluates the information provided to ensure it is complete and makes an independent judgment on the completeness of the information.
Evaluates information authenticity, veracity, and requests additional information if required to make security clearance determinations.
Applies security policy, procedures, systems, and programs involving the loyalty and reliability of people.
Determines the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions.
Decides whether clearances should be granted, suspended, revoked, and reinstated.
Advises management on matters related to reinvestigation requirements and related matters concerning the maintenance of current clearances and monitoring the reliability of the workforce.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience: Qualifying experience for the GS-12 includes one year of specialized experience comparable to the GS-11 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position specialized experience is defined as experience: 1) preparing, reviewing, and evaluating background investigation reports, security clearances and suitability adjudications in accordance with applicable laws, regulations, and national security guidelines to determine suitability for employment and eligibility for security clearance; 2) and experience resolving security clearance problems caused by conflicting information/sources and policy.
Specialized Experience: Qualifying experience for the GS-13 includes one year of specialized experience comparable to the GS-12 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position specialized experience is defined as experience: 1) Providing guidance on security clearances; 2) Analyzing, plans, advises, and evaluates information related to security clearance processes and procedures; 3) Providing input to regulations, and protects information related to personnel, property, and operations from being disclosed to unauthorized personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
