The Decision Support System (DSS) Program Manager is part of the management team Responsible for planning, maintaining and operating the DSS in the Augusta Network. DSS is an executive information system that directly impacts health care management and care given to the patients by providing data on patterns of care and patient outcomes, as well as their resource and cost implications. The system and associated operating staff are in place at all medical centers in the network.

Duties

Duties include but not limited to: Provides guidance to employees, managers, supervisors and vendors on the DSS Programs and procedures to ensure compliance. Provides interpretation of DSS system and Network DSS operations to national groups. Required Plans, develops, coordinates, implements and monitors initiatives that have a direct impact to the program. Required Develops training strategies to include communication plans, implementation road maps, coaching plans, evaluation plans and follow-up management plan to assist the Program Analyst. Oversees the daily operation of the DSS unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Analyzed and evaluates, quantitatively and qualitatively, the effectiveness of programs, policies, and operations in meeting established goals and objectives. Prepare and submit required reports to VACO vendors, DSS program office, VISN coordinator, and other DSS personnel to ensure continual operations. Performs cost/benefit analysis of available alternatives and makes recommendations to leadership on efficiencies, savings opportunities, and development of in-house capacity. Required Recommends methods to improve the quality and productivity of the DSS Program through the use of quality improvement tools, process improvement teams, brainstorming, and customer service initiatives. Work Schedule: Monday - Friday 8:00am - 4:30pm; subject to change depending on the needs of the agency Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expertise in electronic accounting information systems - VISTA, FMS, VPFS, IPPS, CCS and CGE Concur. Exercise superior abilities in the analysis of managerial accounting issues and problems. Train new and seasoned staff to cover daily operations in anticipation of leave and vacancies. Provide guidance and assistance to staff to resolve complex problems, interpret guidance or address technical issues. Provide explanations to leadership regarding operations or findings in specific accounting scenarios and historical trends. You will be rated on the following Competencies for this position: Administration and ManagementLeadershipProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
