This position reports to the Associate Director of Patient Care Services. The incumbent serves as an Administrative Program Specialist for Nursing Service at the Charlie Norwood VA Medical Center. The incumbent is responsible for the comprehensive coordination of all administrative and operational aspects functions for the service line.

Duties

The primary functions of this position are to provide non-supervisory staff administrative analytical planning, evaluative support, and coordination of duties in the office administration; responsibilities include workload analysis/management, performance improvement activities, budget and fiscal activities, and oversight of timekeeping. The incumbent is responsible for the completion of administrative functions within Nursing Service. Independently responds to inquiries on all administrative matters and keeps the ADPCS informed regarding status of administrative issues. Investigates, reviews, and prepares reports and replies to memoranda and correspondence. The incumbent coordinates meetings/events as needed. Participates in the continuous updating of medical center memoranda pertaining to the service through research and knowledge of regulations and guidelines. Recommends and assists the ADPCS in the formulation of service goals and objectives and in the initiation of new policies and procedures as they relate to Nursing Service. Evaluates and interprets administrative material received in the service, both from VA and other sources, advising Nursing Management staff of material that is applicable and requires implementation. Coordinates the submission of a wide variety of recurring and nonrecurring reports such as management briefings, budget submissions, reports of survey, equipment inventories, contract status, overtime, status of funds, and vacancy status. Ensures mechanisms are in place to guarantee timely and accurate submission of administrative reports. Generates polices and procedures to ensure the effective and efficient management of administrative matters. Maintains current master copies and history files of Nursing Service Policy Memoranda and Standard Operating Procedures and current copies of Medical Center Policies for reference. Analyzes and reviews documentation, performs analysis of workloads within all sections of Nursing Service, and assists the ADPCS in preparation of suspense items and management briefing reports. Compiles statistical data and performs analyses as required by the AD for Nursing, Chief, EA and medical center Management. Works independently in area of nursing service and functions as the primary contact for staff in the ADPCS office. Writes justification and/or requests to Resource Management Committee for the establishment of new positions. Works closely with Service staff members and others to track projects and to ensure suspense deadlines are met. Plans and conducts special projects or studies to analyze, evaluate, and provide recommendations on administrative issues. Researches and analyzes straightforward problems, Issues, or program requirements. Researches and analyzes unstable or uncommon administrative issues. Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques and develops recommendations to improve customer service. Assist the ADPCS in the preparation of the operating budget and coordinating current and future budgetary needs. The incumbent is also responsible for offering supplies as needed for the Service line. Prepares, reviews, and/or monitors the service's training database. Evaluates and monitors training needs. Provides information concerning available training, arranges for training to occur, prepares reports, and facilitates scheduling. Ensures training is provided for all computer users. Records external training, assigns course modules, compiles reports, and assists users with access to training. Facilitates travel as needed for ADPCS Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: GS-7 SPECIALIZED EXPERIENCE: Do you possess one year of specialized experience, equivalent to the GS-6 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Program Specialist position to be filled? Specialized experience includes but is not limited to providing day-to-day support to the Associate Director of Patient Care Services (ADPCS) which includes ensuring service chiefs are updating required reports, using judgement in locating and selecting the most appropriate guidelines, references and procedures for application in making minor deviations to adapt guidelines to specific cases. NOTE: This experience must be supported by your resume to be creditable. GS-9 SPECIALIZED EXPERIENCE: Do you possess one year of specialized experience, equivalent to the GS-7 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Program Specialist position to be filled? Specialized experience includes but is not limited to: conducting special projects as assigned; independently establishing and maintaining a suspense log and ensuring timely updating of all clinical medical center memoranda (MCM), standard operating procedures (SOP), including Medical center Bylaws; contacting appropriate offices to assure prompt updating of memoranda and ensuring completion is accomplished. NOTE: This experience must be supported by your resume to be creditable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: GS-7 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Have you successfully completed master's or equivalent 1 full year of graduate level education or superior academic achievement, is the normal prerequisite? (TRANSCRIPT REQUIRED) - NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
