The Samuel S Stratton VA Medical Center is currently recruiting for two full-time Health Technicians (Phlebotomy) located in Albany New York. The employee will be assigned to perform in the Phlebotomy Unit working under the direction of the Nurse Manager within the department.

Duties

Major duties and responsibilities include but are not limited to: Performs phlebotomy and specimen procurement. Performs a wide variety of blood collection. Performs all clerical duties of the position. Sets up equipment for all phlebotomy procedures. Transports specimens to the laboratory. Maintains records of procedures performed by the Phlebotomy staff. Other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday- Friday 7:30am-4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: MINIMUM QUALIFICATIONS GS-05: SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-04 grade level in Federal service that has required application of the knowledge, methods, and techniques of this position. Examples of qualifying specialized experience include: performing both clerical and clinical duties in a medical/healthcare environment; answering and directing phone calls; scheduling appointments; documenting medical records; and taking and recording vital signs. This experience must be detailed in your resume to receive credit. ~OR~ EDUCATION: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects directly related to the position. This education must have been obtained in an accredited business or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. Transcripts required. COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of specialized experience and education as described that demonstrates your ability to perform the duties of this position. Transcripts required, and experience must be detailed in your resume to receive credit. AND This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Experience performing phlebotomy/blood draws on human patients. You will be rated on the following Competencies for this position: ClericalEmergency CareInfection ControlSpecimen Collection Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires regular and recurring periods of standing and walking. Patient care activities include bending, stooping, lifting, sitting, and stretching.
