The incumbent of this position is responsible for providing optical services and a knowledge of opticianry services essential to the direction and operation of the VA Eye Care Optical Service, Surgery Service, Albany VA Medical Center. This position is in the Department of Veterans Affairs (VA), Veterans health Administration (VHA), Veterans Integrated Service Network (VISN 2), The primary reason for this position is to provide eyeglasses for our Veterans.

Duties

Duties to include, but not limited to: Design, measure, fit and adapt lenses and frames for clients according to written optical prescription or specification. Assist client with selecting frames. Uses the full range of optical tool and instruments in performing duties. Measure customer for size of eyeglasses and coordinate frames with facial philological requirements, eye measurements and optical prescription. Determines preliminary objective estimate and/or refinement of the optical status of the eye, not to include the patient's final subjective refraction. Prepare work order for optical laboratory containing instructions for grinding and mounting lenses in frames. Verify exactness of finished lens spectacles. Shape/reshape frames, make repairs or replace damaged, broken or lost spectacles. Ability to triage and manage eyeglasses issues (e.g. measurement of vertex distance, base curve, prism correction, center thickness, slab off, Fresnel prism, decentration, etc.). Educate customers about eye health, vision conditions, eyewear, bifocals/multifocals. Measure clients' bridge and eye size, temple length, vertex distance, pupillary distance, and optical centers of eyes, using measuring devices. Ability to perform accurate assessment of accommodation, near point of convergence and ocular alignment (far and near). Assist clients in selecting frames according to style and color and ensure that frames are coordinated with facial and eye measurements and optical prescriptions. Maintain records of customer prescriptions, work orders, and payments. Perform administrative duties such as tracking inventory and sales, submitting patient insurance information, and performing simple bookkeeping. Sell goods such as spectacles upgrades, sunglasses, and other goods related to eyes in general. Heat, shape, or bend plastic or metal frames in order to adjust eyeglasses to fit clients, using pliers and hands. Evaluate prescriptions in conjunction with clients' vocational and avocational visual requirements. Instruct clients in how to wear and care for eyeglasses. Coordinate with lab on missing or delayed glasses orders on behalf of patient. Repair damaged frames, clean and adjust spectacles. Obtain a customer's previous record or verify a prescription with the examining optometrist or ophthalmologist. Arrange and maintain optical, including displays of optical merchandise. Working with veterans that have complaints or problems with discomfort/dissatisfaction related to their eyewear. Maintaining a work area that is clean, neat and safe for our veterans. This area should always be "inspection" ready. Perform other assigned duties. ****Preferred experience: Applicant should have an updated certification and at least 2 years of clinical experience as an independent optician.**** Work Schedule: Monday thru Friday; Day Shift - (Tour of duty will be discussed during the interview.) Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education. (1) Experience. One year of experience as a health technician or assistant in the health care field demonstrating the applicant's ability to perform the work or by demonstrating a basic understanding of work in the health care field; OR (2) Education. Successful completion of two academic years above high school with a minimum of 12 semester hours related to health technician/assistant or health technician (optometry)/assistant or associate degree, or completion of an independent study course in an optometry related technician or assistant field; OR (3) Experience/Education Combination. Equivalent combinations of experience and education are qualifying. Examples are listed below: (a) Six months of experience comparable to the next lower level which demonstrates the knowledge of optometry assistant theory and practices and general understanding of the health technician/assistant duties and one year above high school with a minimum of six semester hours of health technician/assistant or health technician (optometry)/assistant related courses. (b) Successful completion of a course for health care technicians or assistants, hospital corpsmen, medical service specialists, or hospital training in a program given by the U.S. Armed Forces, the U.S. Maritime Service, or the U.S. Public Health Service, may be substituted on a month-for-month basis May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Licensure/Certification/Registration. None. Physical Requirements. See VA Directive and Handbook 5019 Grade Determinations: Health Technician (Optometry), GS-07 (1) Experience. One year of experience comparable to the next lower level which demonstrates the knowledge, skills and abilities related to the duties of the position to be filled. (2) Demonstrated Knowledge, Skills and Abilities. In addition to meeting the experience or educational requirements for this grade level, the candidate must fully demonstrate the following KSAs: (a) Ability to determine preliminary objective estimate and/or refinement of the optical status of the eye, not to include the patient's final subjective refraction. (b) Ability to triage and manage eyeglasses issues (e.g., measurement of vertex distance, base curve, prism correction, center thickness, slab off, Fresnel prism, decentration, etc.). (c) Ability to perform accurate assessment of accommodation, near point of convergence and ocular alignment (far and near). (d) Ability to assist the eye care provider (optometrist or ophthalmologist) with ophthalmic procedures. (e) Ability to assist with obtaining accurate ocular cultures and smears. (f) Knowledge and ability to provide advanced patient education for eye health and/or vision conditions Preferred Experience: Applicant should have an updated certification and at least 2 years of clinical experience as an independent optician.
