The position is in the Government Accountability Office (GAO), Infrastructure Operations (IO), Facility Management and Services (FMS) unit. FMS plays an integral role in the daily operation and maintenance of the historic GAO headquarters building and its tenants. Additionally, FMS oversees lease agreements and building services at GAO field offices and manages the Health and Safety Program at GAO.
Duties
The incumbent functions as a supervisor for the Facilities Branch and as an advisor to the Director of Facility Management Services.
As a Supervisory Facilities Operations Specialist, MS-1640-1, your typical work assignments may include the following:
Perform the full range of supervisory functions including assigning work and establishing workload priorities; interviewing candidates and recommending selection for vacancies; preparing performance assessments; identifying training needs; and providing necessary direction, instruction, and guidance to the staff.
Plan and carry out program and procedural development and administrative functions of the Facilities Branch.
Manage and coordinate all activities relating to the physical operation, maintenance, and in-house repair and improvements of GAO facilities.
Serve as the primary point of contact for all GAO HQ space changes and key stakeholder and decision-maker for Field Office space moves.
Develop policies, standards, and recommendations to ensure the best and most efficient space utilization of the GAO building.
Stay abreast of developments in the areas of responsibility including budget, human capital, and office management.
Work with contracting personnel through the development, negotiation, award, administration, and evaluation stages of contracts.
Oversee the development of statements of work that outline contract requirements for business systems development.
Conduct and attend team staff meetings and establishes regular and consistent communications with other offices concerning facility planning activities, operations and maintenance work, space management, and logistics efforts.
Work with key leaders and managers in GAO administrative support offices to identify strategic objectives, goals, and long-range plans for the agency. Provides advice on ways the products or services of the unit can enhance various organizations' functional capabilities.
Qualifications
Minimum Qualification Requirements:
One year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND, PT-II, CS-II, PE-I or GS-12 grade level in the Federal service or equivalent experience (1) managing facility operations and building equipment in commercial office buildings; (2) developing a yearly budget; (3) human capital acquisition planning and (4) drafting scopes of work for evaluating contractor performance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
