This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Management and Administrative Services (OMAS).
This position is outside the bargaining unit.
Duties
Major duties for this position are listed below:
Initiates, plans, develops, and manages high-level national programs/projects involving problems that are critical to the accomplishment of agency missions.
Formulate, review, and recommend policies related to data analysis and position management. Stay abreast of industry best practices and emerging trends to ensure the development of policies that enhance program effectiveness and compliance with applicable regulations.
As the Contracting Officer's Representative (COR), provides technical guidance to assure that the technical scope and terms of the contract are met. Ensures that any action considered as a commitment or change that affects price, quality, quantity, delivery or other terms and conditions of the contract is referred to the Contract Officer (CO).
Lead initiatives to enhance data integrity and reliability within program management systems, implementing data quality control measures and providing training to staff members, ensuring accurate and timely reporting for decision making purposes.
Conduct advanced data analysis to assess program performance, trends, and anomalies. Utilize statistical methods and modeling techniques to interpret complex datasets, providing actionable insights to inform decision-making.
Develop and implement comprehensive project management strategies, ensuring successful planning, execution, and monitoring of complex programs with established timelines and resource constraints.
Provide guidance on project risk management, identifying potential challenges and developing mitigation plans to minimize disruptions and ensure the achievement of program objectives.
Evaluates the effectiveness of programs. Identifies and develops ways to resolve problems that directly affect the accomplishment of principal program goals and objectives. May develop administrative regulations or guidelines for the conduct of program operations or develop new criteria for measuring program accomplishment.
Establishes overall goals, objectives, priorities, and operational plans for the program and continually assess and adjusts them accordingly. Maintains surveillance of significant developments related to the assigned program area, prepares analyses of the implications of these developments, and recommends program modifications.
Serves as a confidential employee under 5 USC 7112(b)(3) in that during the normal performance of their duties will have access to confidential information and a component of their daily duties will be as a confidential assistant to the agency head in the performance of their duties.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Subject to financial disclosure requirements.
- Must be able to attain and maintain Federal Acquisition Certification for contracting (FAC-COR) level I certification within 6 months of onboarding. May be removed from position if certification requirements are not maintained.
Qualifications
GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for this position is defined as the following, you must meet all:
Identifying issues, making recommendations, implementing changes, and evaluating outcomes in the operations of programs;
Experience in program/project management including organizing, analyzing, and retrieving data to enable an organization's improved production, efficiency, and other valuable aspects of its operations; and
Experience providing technical input on management issues in order to resolve potential conflicts.
