This position is located in the Office of Budget, Office of the Associate Administrator for Budget and Programs/Chief Financial Officer (CFO), Maritime Administration (MARAD). Assists the Director, Office of Budget, in the formulation, presentation, justification, and execution of the MARAD's short and long-range budgetary activities, plans, and forecasts in compliance with MARAD, Department of Transportation (DOT), Office of Management and Budget (0MB), and Congressional requirements.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in formulation, presentation, justification, and execution budgetary activities, analysis, and interpretation of data; planning, organizing, completing project assignments and utilizing financial data systems and payroll. Experience with program management policies, concepts, practices, and principles sufficient to analyze and develop recommendations for improvement in operating and administrative support program goals, objectives, and performance. Experience with operating and administrative support programs and interrelationships among such programs sufficient to perform financial management analysis and identify cross-programmatic issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Budget Administration- Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Technical - Coordinates budget calls and oversees the analysis of budget requests and the development of the budget to ensure that financial needs are properly addressed and that budget materials are technically accurate and in conformance with externally imposed requirements.  Analytical - Payroll analysis and projections, monitoring and reviewing all budget, working capital fund, and payroll activities of all· Washington Offices, the five Maritime Administration Region Offices, the three Ready Reserve Fleets, and the Merchant Marine Academy. Oral Communication - Ability to communicate effectively in both oral and written form. Ability to handle difficult and stressful situations with professional composure.
