THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. **THIS IS A TEMPORARY NTE ONE YEAR APPOINTMENT** This National Guard position is for a PERSONNEL SECURITY SPECIALIST, Position Description Number D2481000 and is part of the J2, National Guard.

Duties

As a Personnel Security Specialist, GS-0080-09, you will serve as a Personnel Security Specialist, responsible for processing personnel security clearances and all tasks related to the adjudication of personnel suitability case files.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Must already be a member of the NYNG.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a top secret clearance with eligibility to access sensitive compartmented information (TS-SCI).
  • Must possess a valid state driver’s license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
  • Must be approved to operate government motor vehicles and vehicular equipment according to Army or Air Force Vehicle Operations Directives.
  • Must not have any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships.
  • No record of claustrophobia or claustrophobic tendencies.
  • Prior to appointment, an applicant’s military medical record must indicate a completed and current medical physical, medical profile, and drug test.
  • To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
  • Attend the ARNG Security Manager Course within 12 months of hire.
  • Obtain the Security Professional Certification(s) within 24 months of hire.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

Military Grades: Enlisted GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. SPECIALIZED EXPERIENCE: Defined as progressively responsible work that demonstrates the candidate's full competency (Knowledge, Skill, Ability, and Behaviors) to perform tasks and responsibilities as described in the pertinent position description. It includes military administration, military security, and/or personnel management experience that prepares the applicant to perform the duties and responsibilities to achieve the required competency levels as defined by the applicable position description. To qualify for the GS-09 Intermediate career level in the Security Administration Series GS-0080, the applicant must have least 12 months experience in the security career field, to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities. Apply the following specialized competencies (Knowledge, Skills, and Abilities) factors, as applicable to the seven organizational disciplines of Series GS-0080 and each discipline's requirements. Has basic working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office. Performs the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures. Experienced in research and analysis reports on physical, information, computer, and personnel security. Experienced in conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions. Experienced in implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources. Have competencies as a technical specialist on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance. Knowledgeable on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction. Capable of Implementing intelligence program policies and procedures for accomplishment of sensitive compartmented information protection and security. Have experiences in researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives, Defense Intelligence Agency Manuals, DoD Manuals, Air Force Manuals, Air Force Instructions, and local Operating Instructions. Experienced in complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations. Experiences include implementing the Sensitive Compartmented Information security clearance program and maintaining current and completed clearances for assigned personnel. Experienced in assessing Special Security Office self-inspections and knows how to present detailed and comprehensive reports with consistent follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency.

Education

Must have a high school diploma or general education development (GED) diploma.
