This National Guard position is for a SECURITY SPECIALIST (PROTECTION), Position Description Number T0008p01 and is part of the 42ND INFANTRY DIVISION, National Guard.
This vacancy does not meet the criteria for appointment of annuitants.
This is a temporary appointment.
Duties
As a Security Specialist, GS-0080-09, you will serve as the Antiterrorism/Force Protection (ATFP) Planning Support Specialist on all aspects of ATFP. Plans the development, implementation and operation of the ATFP program in support of policies, regulations and programs. Develops the overall ATFP plan for Army National Guard facilities within the State. Provides direction, guidance, advice and assistance to all subordinate elements on the ATFP program. Provides crisis management planning and execution assistance in the event of a terrorist attack or other emergency situations. Assures the adequacy of policies, plans, directives, budgets, procedures and other appropriate media required to plan and implement ATFP projects, tasks, and operating programs for carrying out emergency response missions in an emergency ATFP situation. Develops scenarios for ATFP exercises to test and coordinates participation in exercises to test, evaluate and validate selected portions of the overall Command ATFP plan. Advises the Command Group upon completion of exercises and simulations. Adjust or revises plans, and programs as required. Incumbent may be required to assist with a wide variety of plans, training and operational tasks, to include, but not limited to, staffing actions, tasking, preparing and presenting briefings, coordination of training requirements, planning/conducting special events, and reviewing Serious Incident/ Command Critical Information Requirements Reports (SIR/CCIR).
Requirements

- Must attend the ARNG Security Manager Course within 12 months of hire.
- Must obtain the Security Professional Certification(s) within 24 months of hire.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must be able to obtain and maintain a top-secret security clearance within 1 year of appointment.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- The incumbent may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
Qualifications
GENERAL EXPERIENCE: Experienced in conducting security police programs at a military installation or facility to include perimeter security, ground defense, conventional weapon systems security, law enforcement, training, resource protection, information security, personnel security, industrial security, wartime information security, and security classification management. Experienced and skilled in planning, organizing, and directing security police activities to support activities such as; security, resource protection, law enforcement, and information security programs. Competent on how to coordinate and develop contingency plans for confrontation management, post or base defense, information and personnel security and resource protection plans. Skilled in coordinating the deployment of personnel and individual and unit equipment. Experienced in developing and implementing policies to ensure program effectiveness and efficient use of personnel and equipment. Skilled in coordinating detailed procedures and instructions for such functions as prevention of unauthorized entry of restricted areas and mission essential resources, use of personnel and equipment.
Experienced in administering security police training programs and able to conduct electronic physical security equipment plans to ensure the most efficient and economical devices are implemented to achieve required levels of security consistent with existing threat levels. Experienced and knowledge capable to administer the squadron's programming and budgeting actions for initial acquisition, modification, and replacement of security police facilities, vehicles, equipment, and other resources. Experienced in working with security police personnel in emergency operations, including security, law enforcement, and air base defense; crash and disaster control activities; and civil or internal disorders. Capable of analyzing security police facilities, sensor and alarm systems, vehicles, weapons, and other equipment to ensure operational effectiveness. Experienced in performing basic technical security police functions. Experienced in reading and assessing security and law enforcement reports and statistics. Experienced in evaluating security police weapons to ensure maximum effectiveness. Experiences may involve analyzing newly developed equipment and weaponry. Have a working knowledge of programming and budgeting actions for acquisition, modification, and replacement of security police facilities, vehicles, and equipment. Competent in monitoring security police programs through inspections, reporting systems, and observation. Experienced in program evaluations such as record charting and analyzing the status of discipline, reports of crimes, security violations, and traffic incidents involving other military and civilian members. Experienced in managing and destroying classified material.
SPECIALIZED EXPERIENCE: Knowledgeable on the management and administration of the Intrusion Detection System program. Experienced in advising supervisor of any base or site activities that may impact the Integrated Base Defense Security Systems program. Skilled in completing reports and documents the Intrusion Detection System program maintenance requirements to the servicing maintenance organization. Experienced in monitoring Intrusion Detection System false and nuisance alarms and knowledgeable on how to request assistance from the maintenance organization to resolve problems and deficiency. Experienced on coordinating with maintenance and materiel management functions to ensure sufficient spare parts and maintenance are available to support the Integrated Base Defense Security Systems equipment and component. Capable of maintaining and using Technical Orders and commercial manuals that describe equipment components and operating procedures for Intrusion Detection System program. Experienced in assisting in the development of local training for system operators and in the standardization and evaluation section that develops certification standards for system operators. Competent in managing and administering the physical access control systems. Has the working knowledge of entry control points and related applications associated with the Integrated Base Defense Security Systems and the Security Forces Information Management System. Experienced in the functional and operational sustainment of data processing programs such as Integrated Base Defense Security Systems and Security Forces Information Management System; or other systems installed and/or programmed for the entry control points. Experienced in writing or maintaining related data processing reports for command echelon personnel. Skilled in providing feedback to supervisor regarding identified or perceived base access vulnerabilities with recommendations for mitigations. Experiences or working knowledge on the operational status of sensor subsystems that ensure required testing procedures are followed. Competent on researching, interpreting, and/or analyzing guidelines to ensure work complies with legal and regulatory requirements. Experienced in performing administrative office support functions and develops, coordinates, and publishes all Security Forces' installation level publications to include the Installation Security Plan, the Installation Security Instruction, and Security Forces annexes to all installation plans. Competent in working the Security Forces'
programs designed to provide a secure mission environment. Knowledgeable on the requirements for police services, physical security, and anti-terrorism programs; as well as, understands the working liaison activities between Security Forces and civilian law enforcement agencies. Experienced in developing localized Security Forces policies and procedures. Experiences involved working the installation entry controls, visitor center operations, and special functions/events; along with administering the Resource Protection and Crime Prevention programs. Experienced in working the Security Forces Management Information System. Experienced in performing and enforcing Security Forces duties, that may included apprehending and detaining violators of laws, rules, and regulations and turning these violators over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral.
