NOTE: The salary range listed on this announcement is for the locality for the Washington, DC. Final salary will be determined when duty station is established.

Duties
Manages the overall scope, objectives, development, and implementation of historic preservation program in accordance with the National Historic Preservation Act of 1966, especially Section 110 requiring agencies to establish a program to use, protect and preserve historic properties, and Section I 06 requiring agencies to consult on planned undertakings. Formulates policies, guidelines, processes and procedures for implementing the agency's historic preservation program based on comprehensive understanding of national policy objectives and requirements. Incorporates concerns and professional knowledge from facility preservation specialists, architects, engineers, planners, interior designers, managers and project staff into draft document.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify applicants must meet all requirements by the closing date of this announcement, 04/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience for the GS-13 level of this position: Applicants must have one year of full-time specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Reviews, analyzes, and interprets cultural resource and real property legislation to assess impact to operations. Studies proposed federal and agency preservation policies to determine likely effects to management and operation of historic facilities. Prepares review comments for agency submission to 0MB, the Advisory Council on Historic Preservation, and Department of the Interior. Translates legislation into program goals and actions and provides recommendations on implementation to program offices across the entire organization.

Examples of specialized experience would typically include but are not limited to: Reviews, analyzes, and interprets cultural resource and real property legislation to assess impact to operations. Studies proposed federal and agency preservation policies to determine likely effects to management and operation of historic facilities. Prepares review comments for agency submission to 0MB, the Advisory Council on Historic Preservation, and Department of the Interior. Translates legislation into program goals and actions and provides recommendations on implementation to program offices across the entire organization.
Note: The candidate will be ranked low quality with less than 5 years experience, medium quality with 5-7 years, and high quality with more than 7 years of experience performing Historic Preservation .
Note: Staff must meet the 1983 Secretary of the Interior Professional Qualification Standards applicable to the National Historic Preservation Act (NHPA) Section 112 and the Section 106 regulations, at §800.2(a)(1), require agencies responsible for protecting historic properties to ensure that all actions taken by their employees or contractors meet professional standards as determined by the Secretary of the Interior. This will be identified as SIO Certified or Qualified

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary and performed in an office environment.
