Serves as Deputy Chief of the Power Systems Branch in the Propulsion and Power Division of the Engineering Directorate, responsible for overseeing in-line development, certification and operation of human spacecraft power and energy conversion and storage systems, as well as the supervision of Branch staff and the efficient use of resources.
Duties
Supervises and controls the work of the organization. Provides administrative and technical supervision necessary for accomplishing the work of the Branch.
Oversees and directs employees in development and design of new power systems used in aerospace and aeronautical flight technology, equipment, or systems that impact major programs and result in major state-of-the-art advancement in technologies.
Reviews, plans, and advises on conducting studies and establishing requirements for advanced spacecraft power systems technologies and interfaces used in human spacecraft based on vehicle mission definition.
Oversees technology development, system integration and test, and system architecture development; assists in defining, planning, and implementing tests, verification and surveillance plans for spacecraft power systems.
Recommends employee promotions and recognition; implements performance modifications and takes corrective actions as appropriate.
Initiates new projects and participates in the determination of whether existing arrangements should be expanded, changed in emphasis or discontinued.
Oversees branch interfaces with test organizations, customers, and vendors. Approves test requests/procurements. Ensures branch test requirements are clear and complete. Establishes priorities with test organizations between competing requests.
Initiates and maintains contacts with other elements of the Center/Agency, other government agencies and industrial firms about assigned/proposed tasks and pertinent developments in power and energy conversion and storage systems field.
Oversees technical and budget reports to justify recommendations for spacecraft power systems development, testing and evaluation required for long-range programs.
Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- A one-year supervisory probationary period may be required.
Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing cost or schedule direction for projects assigned to the Branch by applying management principles, techniques, or tools;
Leading a team on project that involves; physics, chemistry, thermodynamics, or heat transfer used in the design, evaluation, or optimization of power systems or batteries for space flight vehicle system design, development, testing, or operational utilization;
Applying safety requirements for spacecraft systems or advanced system design/operation as well as design criteria or parameters, performance specifications, design reviews, development or qualification testing, flight hardware, or ground support equipment.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
