This position is in the Bureau for Resilience, Environment and Food Security (REFS) , located at 500 D Street, SW., Washington, DC, at the U.S. Agency for International Development (USAID).
Duties
Supervising environmental and social impact assessment and debt for nature expert staff performing work at the GS-15/FS-1 level and below; providing admin and technical supervision, budget and programming and furthering equal employment opportunity.
Providing demonstrated leadership, comprehensive advice, technical assistance and support in implementing the international application of environmental and social impact assessment as it applies to USAID and multilateral development banks.
Serving as an expert international technical authority on the international application of environmental and social impact assessment and in working with multilateral development banks in developing countries.
Providing management and expertise in the design and development of policies, programs, and strategic approaches as they relate to the international application of environmental and social impact assessment and conservation in developing countries.
Overseeing communications, knowledge management and IT support, training, monitoring, evaluation and learning to support implementation of the functions related to environmental and social impact assessment, and debt for nature swaps.
Requirements
- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a Secret clearance.

Qualifications
Specialized Experience:
GS-15: Examples of qualifying specialized experience at the next lower level for this position include experience:
a) Serving as subject matter expert and leading projects and/or teams in the development, coordination, and completion of social impact assessment actions, projects or strategies; b) Leading staff in developing and implementing long and short-term strategic goals related to environmental, debt for nature swap, technical, or budgetary planning; c) Managing performance expectations, goals, and schedules for staff; and d) Identifying and developing ways to resolve issues that directly affect an organization's implementation of federal regulations such as the International Financial Institutions Act and/or the Tropical Forest and Coral Reef Conservation Act.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
