THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an HR SPEC-Title 5 OBO, Position Description Number T5095000 and is part of the WI JFHQ, Wisconsin National Guard. This position is in the Exceptive Service "under the authority for Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)"

Duties

Provides technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits' programs, which may include workers' compensation, health and life benefits, Thrift Savings Program (TSP), awards, performance management, retirement, etc. Injury Compensation: Serves as a technical expert in matters regarding employees' claims for Workers Compensation Coordinates case details between employees, supervisors, medical personnel, and claims offices. Reviews claims and medical documents. Assists in administering the retirement programs for technicians desiring to retire under any of the retirement systems. Assists in administering the performance management program within the state to include state level procedures and appraisal system. Provides technical guidance and procedural advice on flexibility's and appropriate uses of leave issues such as sick leave for family care and bereavement, compensatory, advanced leave, leave without pay, absence without leave, and military leave. *** This is NOT an all-inclusive list of duties. ***

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least one year equivalent to at least the next lower grade level researching, interpreting, and applying guidance, policy, and regulations regarding a variety of HR issues as applicable to the specific position and its position description. Ability to present information and advise supervisors and leadership as necessary. Experience operating independently with little to no guidance.

Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
