The Director of the Equal Employment Opportunity (EEO) Program performs the full range of management functions for the Agency's EEO program including planning, directing, and evaluating program activities, developing goals and making long range program plans and serves as principal advisor to the Chairman and General Counsel on all matters pertaining to the EEO program, policy and implementation.
Duties
As a Director of Equal Employment Opportunity (Supervisory Attorney Advisor) GS-0905-15, your typical work assignments may include:
Managing and developing processes and procedures for complaint handling, special emphasis programs, and reporting to the Equal Employment Opportunity Commission (EEOC) and other external entities in addition to internal constituents and others, including directing the preparation of recurring or special reports and statistics for compliance with the Equal Employment Opportunity (EEO) Program;
Supervising over legal matters pertaining to the EEO program, including investigations of EEO complaints filed against the Agency and managing alternative dispute resolution and settlement agreements;
Providing guidance to Agency leaders on all aspects of EEO including identifying institutional barriers to equal employment opportunity for employees and applicants for employment, support in recruiting and retaining a diverse workforce, and Special Emphasis Programs;
Directing the staff of the EEO Office as well as well as collateral duty EEO Personnel in Headquarters and the Field, i.e., Special Emphasis Program Coordinators, Counselors, throughout the Agency including evaluating the work for technical competency and to ensure that the Agency meets regulatory requirements;
Providing guidance, advice, training and technical assistance to EEO Specialists and Counselors in the implementation of policies, goals, and action plans for promoting equality of opportunity throughout the Agency;
Planning, organizing, and directing training seminars on EEO issues for managers, supervisors, EEO collateral duty personnel, and employees; and
Providing and maintains active, cooperative and effective professional relationships with key program and management staff of NLRB, including representing the Agency at various public and private levels and with outside public and private organizations interested in the EEO Program.

- Active Bar license is required for verification. Bar license must reference Bar number and indicate the status of good standing. A Self-Certification Form is not acceptable verification.
- Current NLRB Attorneys are not required to submit a copy of their transcripts. However, current employees within 3 years from receiving their juris doctorate degree, must provide a transcript with their application package.
- This is an Excepted Service position.
- This is not a virtual (remote) position.
- This position is not part of the Bargaining Unit.
- Two-year trial period may be required.

The candidate also demonstrates the capacity to lead and manage an effective EEO program. BASIC REQUIREMENT
An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.).
BAR MEMBERSHIP AND CERTIFICATION
Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. The Agency's Internal or Self-Certification Form is not acceptable for verification.
In addition to the BASIC REQUIREMENT, applicants must also meet the following:
MINIMUM QUALIFICATIONS
Applicant must have one year of specialized experience equivalent to the GS-14 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-15, Director of Equal Employment Opportunity (Supervisory Attorney Advisor), and that is typically related to the work of the position to be filled.
Specialized experience includes:
Experience providing legal advice and supervision over legal matters pertaining to an Equal Employment Opportunity (EEO) program, its policy, procedures and implementation of the foregoing laws, rules and regulations;
Experience recommending and securing changes in programs and procedures designed to eliminate discriminatory practices and to improve Agency-wide EEO programs; and
Experience developing and implementing plans and mechanisms for evaluating the effectiveness of an organization's EEO program in relation to goals and objectives established by the organization.
This experience must be fully supported and articulated in your resume to receive consideration.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
