This is a Direct Hire Authority (DHA) announcement utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905.
Duties
Serve as a Team Leader (TL) in the branch supporting the General Fund Enterprise Business System (GFEBS) and Army Enterprise Resource Planning (ERP) financial systems/software using the Systems, Applications and Products (SAP) language.
The Team Lead is responsible for providing technical expertise and guidance to teams of ERP Functionals, Business Analysts, SAP Administrators, and ABAP Developers supporting the Army Shared Services mission.
Reviews the work of team members for technical quality and provides input to highly technical issues.
Develops documentation necessary to acquire required services, computer hardware or software.
Lead the GFEBS team and assign work to employees based on priorities jointly established with the supervisor.
Advise, counsel and instruct team members on technical work matters, provide on-the-job training and recommend training courses and other development opportunities to meet employee and unit needs.
Requirements
- The duties of this position may require the incumbent to be on call or recall 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
- This position requires temporary duty (TDY) travel up to 25% of the time. Is subject to travel on short notice (i.e., less than 24 hours notice).
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret SCI security clearance or access for the duration of employment.

Specialized and Other Experience:
To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Manage logistics support requirements, software integration, interoperability, testing, training or fielding of software packages for an information management program; 2) Prepare or review requests for approval for software / hardware acquisition; 3) Support software development in a SAP, Enterprise resource planning (ERP), or Sustainment environment (example business areas include, but are not limited to: Property Book, Material Requirements Planning, Procurement, or Inventory/Warehouse Management).
This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Additional Information:
- This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, Lead DE-03, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels.
