This position serves as the Administrative Officer for Primary Care Nursing services for the Atlanta VA Healthcare System, and manages all administrative functions and collaborates with other senior leadership to provide day-to-day direction and oversight of various administrative operations to include support of the Emergency Department Nursing and Sterile Processing Service (SPS).

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. FOR GS-9:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Applicants should be expected to understand the principles of the listed Specialized Experience and perform these tasks under direct superivision and guidance. Examples of specialized experience would typically include, but are not limited to:
Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
Communicating professionally with multiple levels of leadership throughout the healthcare system as well as a number of outside stakeholder organizations, such as The Joint Commission, utilizing written, oral, and presentation methods and materials.
Utilizing qualitative and quantitative analytical techniques such as literature research, work measurement, task analysis/job structuring, productivity charting, staff to workload ratios, organization design, space planning, flowcharting work processes, and calculation of means, modes, standard deviations, or similar statistical measures.
Conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
Knowledge of major issues, program goals and objectives, work processes, administrative operations, and automated systems as they affect the operation of a large medical facility or organization.
Handling difficult situations involving families and other outside stakeholders with professionalism, empathy, sympathy, and compassion. OR,

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the undergraduate level.
FOR GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Applicants experience should reflect direct specialized experience; applicants selected at this level will be expected to perform the full range of duties for this position with little to no direct supervision. Examples of specialized experience would typically include, but are not limited to:
Specialized experience is the same for this grade level, but applicants must demonstrate a higher level of direct specialized experience to be considered.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.
