The Incumbent serves as the Supervisory Management and Program Analyst at the Atlanta VA Health Care System (AV AHCS). The Supervisory Management and Program Analyst is aligned under the Chief, Mental Health, providing management, direction and oversight of the section. The incumbent is responsible for developing multiple, complex, clinical analytic methods or approaches, projects, and associated deliverables related to the Mental Health Service Line's.

Duties

Major Duties include, but are not limited to: Serves in an operational leadership role in the work unit by providing expertise in career field management, education and training, personnel management, contracting and purchasing. Oversees daily operation of the personnel, ensures agency policies and priorities are being followed; plans and schedules work to be accomplished, interprets policy, procedures and establishes priorities. Develops performance standards; and evaluates work performance of subordinates. The position gives advice, counsel, and instruction to employees on both work and administrative matters. Plans, directs, and coordinates activities of designated projects to ensure that goals and objectives specified for project are accomplished in accordance with established priorities, time, and funding limitations. Oversees all work assigned to the staff supervised, to include the analysis, design, development, implementation, and evaluation of training for existing and emerging systems and processes that fulfill the HEFP commitment to develop a highly skilled national workforce. Collaborates with operations and program managers to ensure integrated goals and priorities are met. Devises and implements plans to communicate program information with employees, program coordinators, senior leaders throughout VHA, and stakeholders. Provides career field development, education, and training support to ensure program guidance and actions are coordinated with appropriate offices and receives the necessary concurrence from senior VHA leadership and program oversight committees. Works independently and is responsible for keeping the Service Line manager informed of major problems and decisions. Provides advice/alternatives to VHA senior leadership on a wide variety of complex and unprecedented issues to advance the careers of employees in the HEFP career fields. Develops program evaluation methodology and processes which will ascertain such areas as program effectiveness, organizational productivity, operational efficiency and resource utilization. Conducts and directs special studies and analyses of complex problems relating to manpower requirements, space, equipment utilization, organizational alignment, and other areas of concern . Monitors expenditures and proposes reallocation of funds based on shifting program needs. Responsible for proactively pursuing ideas for possible revenue generation in connection with strategic planning efforts. Plan and directs the administrative and technical aspects of personnel management coordinating such functions through subordinate managers. Assures effective personnel utilization throughout the Service Line and constantly assesses the organizational structure for maximum utilization and effectiveness Work Schedule: Monday - Friday; 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Incumbent must have expert knowledge of VA data sets in a variety of clinical and administrative data repositories, including SQL-CDW, SharePoint, databases, Pyramid, Power BI, Business intelligence (BI) tools, Excel, and other platforms. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparation, design and conduction of studies and evaluations; implement recommendations and negotiation with executive management teams; applying data mining, data storage, and data warehousing concepts; applying advanced management and organizational principles to VHA database which include operational, revenue and quality management data; management of health care delivery systems; assess program development and improving organizational effectiveness; use of data transformation services to access, extract, transform and combine data sets from diverse systems and web development and presentation technologies, dashboard design and development. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some light physical effort may be required. Physical demands are typical of an office setting.
