Duties
The primary purpose of this position is: To perform as an Information Related Capability (IRC) employment strategist, operational analyst, and advisor to the Commander on Geographic Combatant Command IRC planning, coordination, employment, and assessment activities required for meeting NORAD and USNORTHCOM objectives in the information environment (IE).

Serve as an IRC Integrator and Coordinator for NORAD and USNORTHCOM
Serves as an Operator and Assessor for NORAD and USNORTHCOM IRC activities
Responsible for analyzing, projecting, requesting and managing NORAD and USNORTHCOM resources required to plan, integrate, and execute IRC activities

Qualifications
This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent is subject to random testing for drug use. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) when required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
May be required to perform N&NC/J3 Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Crisis Action Center, Future Operations Center, Future Planning Center, Compartmented Planning and Operations Center, Targeting Cell, and other tasks as assigned.
Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of policies, regulations and precedents applicable to Joint OIE/IRC and analytical and evaluation methodologies for the assessment, development, and improvement of complex strategies to address CCMD requirements; mastery of systematic and empirical analysis through detailed data collection, use of rigorous qualitative methods and application of robust examination of results to provide program strategies, evaluation of analysis outcomes, impact analysis of current capability policy, and proposed organizational approaches for successful deployment and employment of capabilities; in-depth knowledge and understanding of how National Security Council led interagency programs are administered in order to select and apply special program evaluation and measurement techniques intended to develop, advocate and execute capability activities relating to strategic capabilities employment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DOD Operations in the Information Environment (OIE) and Information Related Capability (IRC) and experience with their planning, integration/coordination, execution, and assessment in support of Combatant Command military objectives; knowledge of DOD IRC policy and doctrine, sufficient to negotiate and defend controversial inter-command or inter-service IRC support issues with multiple government entities (i.e., DOJ, FEMA, DHS).
Knowledge of IRC sources, organizations, and customers (sources such as goals, resources, objectives, and functions; organizations studied or served; and related customers and users); skill to plan, obtain approval, execute, and assess complex OIE to accomplish command objectives defending the Homeland.
Skill to plan, communicate and evaluate operations conducted remotely by subordinates, components, regions etc., in support of OIE; skill to communicate effectively, both orally and in writing, sufficient to analyze, research, strategize, present, and negotiate complex and sensitive issues with officials of diverse perspectives and views.
Skill to communicate effectively with most senior leaders at a Command level (i.e., NORAD and USNORTHCOM), to include the Commander.
Skill to organize and participate in or lead study teams tasked to originate new ideas, projects, and methodologies; ability to analyze derived data, analytic structures and cost sharing, technical cooperation programs, and service directives relating to national defense activities.
Ability to execute projects and/or studies within established financial and/or time constraints; ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
