Duties

Serves as a program specialist and subject matter expert for child and youth programs within the Child and Youth Services (CYS) Directorate. Responsible for Child Development Services, School Age Services, Youth Services, CYS Liaison, Education, and Outreach Support, and Community-Based Services. Develops and revises policy directives, plans, and operational materials for Army-wide implementation of child and youth programs. Provides personnel management, administrative, logistical, and technology support. Executes Directorate effort to provide technical assistance through training workshops, process action teams, on-site visits, and inspections. Develops and communicates the strategic/key messages for CYS programs. Represents and speaks for the Army on child and youth issues. Develops contract specifications for program materials and services. Performs electronic file management and updates the professional resource library materials pertinent to the Directorate's mission. Responsible for development and update of designated child and youth technical and procedural manuals and training courses, and assumes other duties as assigned to support Directorate operations.

  • Some travel is required.
  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations.

Qualifications

Minimum qualifications: *The experience must be reflected on your resume to be considered eligible for this position.* Demonstrated work experience, equivalent in difficulty and complexity to the next lower grade level, that include the knowledge, skills, or abilities that are essential for successful job performance to include: Program and administrative experience in child and youth programs. Headquarters experience preferred. Experience in working with CYS proponents (e.g., regulatory, personnel, funding, marketing, and organizations (e.g., BGCA, 4-H) related to child and youth program functions. Ability to review/evaluate CYS program effectiveness and compliance with benchmark criteria and DoD / Army policies and procedures. Experience in planning and conducting training for child and youth staff. Ability to communicate effectively orally and in writing. HIGHLY PREFERRED are applicants who possess the minimum qualifications above AND: Minimum of 8 years' experience in military Child & Youth Services (CYS) or child care management. At least 3 years cumulative CYS management experience as a CYS Coordinator, Program Operations Specialist, Child Administrator and/or Outreach Services Director. Possess documented working knowledge of CYS Budgets, EMDs and Funding by Space within the last 5 years. Documented working knowledge in Background check procedures in the last 5 years. Documented working knowledge in CYS Inspection cycles in the last 5 years. **The experience must be reflected on your resume at the time of application to be considered a highly preferred candidate. ***Applicants who meet the minimum qualifications and "Highly Preferred Criteria" will be referred to the selecting official for consideration first.
