This position is located at DO, Deputy Assistant Secretary for Human Resources, Chief Human Capital Office/Office of Strategy, Evaluation and Analysis. The office provides expert technical assistance to senior officials and Treasury bureaus and is the staff office for those Human Capital management functions, performed at the Departmental level, and performs planning, policy and program development and technical advisory duties to support HR activities and systems throughout the Department.

Duties

As a Management and Program Analyst, you will: Conceive, plan, and manage significant large-scale projects to develop and evaluate the effectiveness and efficiency of significant human capital operating programs and in planning and implementing new and or improved methods of operation and management control. Research and investigate new or improved business and management practices for application to Departmental programs or operations. Gather and analyze business information needs across a project life cycle and integrate requirements to design logical data models. Coordinate the activities of user and developer groups. Initiate actions to resolve issues, inconsistencies or problem areas. Analyze management information requirements to develop reporting systems and other technology solutions, including system specifications, data gathering and analytical techniques, and system evaluation methodology. Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems. Analyze information put out by the reporting systems in order to make recommendations to management for system and operating improvements. Manage the various Human Capital dashboards, overseeing development and deployment, and conducting programmatic analysis to support HCSM Program Managers. Analyzes data from the human capital and presents recommendations for improvements to management. Work closely with management, internal and external technical experts, and colleagues to develop and implement strategies on complex human capital issues. Assignments include researching and evaluating functional program issues and seeking to problem-solve and resolve and or develop initiatives in support of one or more of the major organizational groups. The employee recognizes the need to collaborate coordinate across the functional lines within DASHR/CHCO and across the Department. Assist senior management in resolving especially difficult, sensitive or urgent matters requiring special tact, consideration or attention. Conduct research into legislative history, regulatory coverage, precedent setting cases, etc., and prepares talking papers, recommendations and or reports for supervisor or other senior Departmental officials to use in making decisions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience serving as an agency Human Capital Program Analyst or Program Manager; AND Experience researching, analyzing and monitoring HR program data/information to create reports and make recommendations for process improvement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
