The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.
Duties
This position is located in the Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of Audits. The OIG conducts and supervises independent audits, investigations, and inspections of the programs and operations of DHS, and recommends ways for DHS to carry out its responsibilities in the most effective, efficient, and economical manner possible. The OIG also seeks to deter, identify, and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in Homeland Security.
The Office of Audits oversees financial and performance audits, as well as attestation engagements. These audits cover multiple functional and program areas, such as financial statements, cyber security, acquisitions, grants, critical infrastructure, disasters, law enforcement and terrorism, immigration, and transportation security. Auditors examine DHS programs or activities in a formalized, detailed, and in-depth way. Duties and assignments may involve new or controversial issues, shaping major programs, compliance with new legislation, or facilitating the resolution of long-standing problem areas of vital importance to DHS. The Supervisory Communications Analyst directly plans, organizes, and oversees the activities of a subordinate staff of Communications Analysts who help develop and produce reports of audits and reviews and other written communications.
Typical assignments include:
Supports the production of OA written communications by planning, directing, coordinating, leading, counseling, and evaluating staff.
Advises staff regarding policies, procedures, and directives of higher-level management.
Formulates overall CA Branch vision and goals, plans, policies, and procedures.
Coordinates and directs CAs in helping prepare and finalize reports and other written communications.
Reviews and revises reports, as needed, to ensure they articulate, interpret, and explain significant, highly complex, potentially controversial, and sensitive results from audits and reviews in a clear, concise narrative suitable for a diverse, wide audience.
Uses analysis, critical thinking, and knowledge of language, Congress, the media, social media, and web-based communications, as well as a general knowledge of audit methods, to understand and improve communications.
Remains flexible and adapts quickly to changes in leadership and communication preferences, as well as unexpected situations, while maintaining professional standards.
Develops and implements communication strategies for OA and OIG, improves processes and procedures, and resolves issues related to written communication in OA and OIG.
Interacts and cooperates with other offices in OIG as needed to ensure, for a written communication, consistent use of Plain Language, compliance with accessibility requirements, and adherence to editorial standards and applicable writing guidelines.

You must meet the "Specialized Experience" to qualify for the Supervisory Auditor Performance position, as described below:
Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have equivalent to at least the next lower grade level.
Specialized experience for this position includes:
Use communications strategies, analytical methods, critical thinking, and knowledge of language and writing principles to assist teams and management with written communication;
Review and revise written communication to improve clarity and accuracy; and
Develop reports, briefing materials, testimony, memos, and correspondence.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 04/09/2024of this announcement.
