The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations. 1 vacancy. Duties

This position is located in the Executive Office of the Inspector General (EOIG), Office of Inspector General (OIG), Department of Homeland Security (DHS). This Office provides executive leadership to the OIG. The mission of the OIG is to conduct audits, investigations, and inspections and evaluations relating to the programs and operations of the Department. The incumbent serves as Deputy Chief of Staff (DCoS) reporting directly to the Chief of Staff (CoS). In this capacity, participates in providing advice and services to the Inspector General, Principal Deputy Inspector General, senior leadership, and staff. Typical assignments include: Engages in important policy making determinations that significantly affect OIG operations. Applies expert knowledge of the Inspector General Act of 1978, as amended, to assist in the formulation of OIG-wide policies and procedures to improve operations. Develops positions on the impact of proposed laws, regulations, policies and procedures on DHS OIG programs and operations. Conducts research involving complex, difficult and controversial issues affecting OIG operations. Provides a high-level of technical and policy support to the CoS; serves as senior advisor and resource, and critical link in the communication between the front office, OIG staff and stakeholders. Provides policy recommendations based upon research, analysis, and the evaluation of expert information. The incumbent uses training, practical experience and knowledge of OIG and Department personnel and activities to advise the CoS on matters affecting the mission of the OIG and the efficiency of the Department. Oversees and directs the administrative components of critical program segments, various internal projects, and key high-level organizational elements which have a direct influence on the OIG mission. Applies proficient knowledge of the Inspector General Act to assist the Chief of Staff in the formulation of agency-wide policies and procedures to improve operations of the OIG and support the vision established by the IG. Coordinates the preparation of briefings and other materials to ensure they have full information on the overall operational status and the current situation of ongoing events and activities of the OIG in order to make informed decisions that impact the OIG's response to DHS-wide events. Directs and oversees the work of the EOIG (grades ranging from GS-7-14). Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel and instruction to employees on both work and administrative matters; interviews candidates for positions in the Office of Inspector General; hears and resolves complaints, makes decisions on work problems that are presented by personnel, effects minor/serious disciplinary measures; identifies developmental and training needs of employees, providing or arranging for needed development and training; develops performance objectives assuring reasonable equity of performance standards and rating techniques, and evaluates subordinates; recommends awards or bonuses for nonsupervisory personnel and changes in position classification. The incumbent will also ensure that subordinates comply with laws, regulations, and DHS policies pertaining to EEO and affirmative action, ethics, security, travel, safety, procurement, fiscal management, and other areas, as appropriate. Performs a wide range of complex and time sensitive special projects in support of the IG Act and DHS, OIG mission critical directly impacting all areas of the DHS, OIG. Routinely participates in the IG, Principal Deputy IG (PDIG), and Chief of Staff's internal and external briefings, meetings, conferences, etc., and participates in the day-to-day requirements of the Office. Coordinates staffing of written products that require OIG response to numerous requests for information from GAO, OMB, OPM, Congress, the Secretary, and other high-level officials.

Qualifications

You must meet all qualification requirements by the closing date of this vacancy announcement. Minimum Qualifications for GS-15: One year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience at this level includes: Provide expert regulatory and policy advice and guidance on a wide range of issues related to an agency's mission; Performing the full range of supervisory duties with responsibility for the technical and administrative areas of an agency's Executive Office; Engaging in budget/staffing planning and formulation, including near and long-range planning, in connection with prospective changes in functions, programs, and components; Leading interdisciplinary teams in conducting special projects and/or inquiries, as requested by senior management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 02/29/2024of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 02/29/2024of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
