You will serve as a Manager in the Facilities Branch of the Infrastructure Division, Corporate Operations Department of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will apply related engineering disciplines (such as electrical, mechanical, safety, fire protection, and civil) to determine facility alterations, construction, maintenance, and repair. You will serve as the primary point of contact for project goals and priorities. You will analyze data and input from a variety of sources to establish facilities project priorities and organizational goals. You will forecast budgets and assist higher level management in planning future facilities requirements. You will communicate complex ideas, problems, solutions and strategies with higher level leaders and external organizations. You will perform the full range of supervisory duties to include personnel and resource management; strategic thinking and development of strategic vision; and oversight of program development, budgeting, planning, and execution. You will organize, plan, assign, and direct work; set objectives and evaluate subordinate’s work and resolve work problems. You will conduct training and development opportunities relevant to mission requirements and employee need.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector as a professional engineer leading or coordinating the planning and execution of facility alterations, construction, maintenance, or repair projects to meet infrastructure goals. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
