You will serve as Branch Head for the Tactics Branch (Code A42). for NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will lead a complex technical organization and perform the full range of supervisory responsibilities to include personnel management and staffing, program execution oversight, and resource management. You will contribute to the development and implementation of division strategic plans that are aligned to the command's corporate strategy. You will plan, distribute, coordinate, and monitor work assignments of others, evaluate work performance, and provide feedback to others on their performance. You will develop written correspondence, plans, assessments, analyses, proposals, papers, and reports to lead others, inform, advise, and influence decisions at higher levels. You will orally present to diverse audiences; maintaining awareness of sensitive and/or controversial issues; listen to others, attentive to non-verbal cues, and responds appropriately. You will lead a diverse team of scientists and engineers in the completion of warfare analysis tasking and Fleet tactical support. You will serve as liaison to Fleet customers, sponsoring organizations, and the wider research and development community to build strong working relationships. You will oversee staffing and technical execution of analysis and tactics support throughout the system lifecycle (from development to fielding and sustainment). You will perform the necessary planning, staffing, budgeting, and directing for a branch-sized (20-25 personnel) organization. You will brief senior management and stakeholders regarding branch project status. Brief Branch personnel on overall organization strategy and goals of the command. You will act strategically by anticipating and responding to future changes, utilizing knowledge of Fleet operations and needs, NAVSEA technical infrastructure, and effective data collection and analysis practices.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band ND-04 (GS-12/13) in the federal service or equivalent experience in the private or public sector as a professional engineer or scientist applying a wide range of systems engineering, principles to design or develop mine countermeasure, littoral warfare or undersea warfare systems. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Professional Engineering Series (08XX) : Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1310-Physics Series: A degree in physics; or a related degree that includes at least 24 semester hours in physics; or, a combination of education and experience demonstrated by coursework that is equivalent to a major in physics (at least 24 semester hours), plus appropriate experience or additional education; OR

1515-Operations Research Series: A degree in operations research; or a related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses. At least 3 of these 24 semester hours must have been in calculus; OR
