This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. You will serve as the Technical Project Manager for the Mine Countermeasures Mission Systems (A04), Mine Warfare and Unmanned Operations Department of the Naval Surface Warfare Center, Panama City Division.

Duties

You will balance cost, schedule, performance and supportability goals and threshold values, as well as address programmatic and technical risks. You will work with clients and other stakeholders to develop and implement strategic plans to achieve stated goals. You will provide technical leadership skills and ensure best practices are adhered to in all phases of the project life cycle. You will lead a diverse team of Individuals in the planning and execution of DoD acquisition activities as it relates to the Mine Countermeasures Mission Systems programs. You will provide oversight, training, and mentoring to junior project managers to develop project management and leadership skills. You will need to understand the operational application of Mine Countermeasure Mission Systems’ capabilities to include operational plan development, analysis, and execution. You will utilize experience and sound technical judgment to lead a diverse team of scientists and engineers, establish work priorities, assign tasks, and review completed work. You will champion the ability to anticipate long range customer needs, priorities, technical challenges and requirements to support the department staff and division heads with developing strategic initiatives. You will apply knowledge of the Department of Defense (DoD) policies, engineering and technical processes, and best practices combined. You will lead negotiation for tasking/funding with customer(s) for work performed at NSWC Panama City Division within assigned portfolio areas. You will conduct cross warfare center issues addressing overlap and duplication of efforts. You will ensure adherence to the customer's agreed upon cost and schedule. You will apply your project management knowledge to plan complex projects to achieve cost, schedule, and performance objectives. You will represent NSWC Panama City Division for workload commitments negotiation involving changes in scope and existing workload.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to acquire Project Management Level 4 competency proficiency within 1 year of starting the position.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), an Operations Research Analyst (1515-series), a Mathematician (1520-series), a Computer Scientist (1550-series), or a Data Scientist (1560-series) depending upon the qualifications of the candidate. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

• Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
• Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
