Duties
The primary purpose of this position: To serve as a Joint Operations Specialist/Training Support Officer in support of military Operations and Planning for a wide range of mission sets in Defense Support of Civil Authorities (DSCA), Foreign Disaster Response (FDR) and Homeland Defense (HD).

Serves as Joint Training and Exercise planner and support specialist
Serves as a mentor/trainer of the Joint Enabling Capabilities (JEC), Crisis Action Teams (CAT), or liaison team for the USNORTHCOM Commander
Plans, hosts and conducts a variety of activities such as meetings, conferences, workshops, panels, training, and exercises at DOD, Joint Staff, states, services, component commands, subordinate commands and Federal Agency levels

Qualifications
This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment.
Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY) to support real-world operations, exercises, conferences, meetings and other functions away from the duty site.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of complex military joint planning, organizing, and directing in Defense Support of Civil Authorities (DSCA), Foreign Disaster Response (FDR) and Homeland Defense (HD) operations activities with added emphasis on Operations, Plans, Training, and strategic operations within the Department of Defense (DOD) to provide input on Joint Pub 3-28 and DODI 30-25.ja. In addition, the incumbent must be able to inject critical guidance on, champion, and/or co-author Organizational Command Operation Orders (OPORDs); thorough knowledge of quantitative and qualitative methods and techniques used to assess and improve emergency operations and routinely provide immediate and crucial advisory; mastery knowledge and understanding of military organizational structure, policies, procedures, plans, regulations and laws of Joint DOD military services, National Guard, and FEMA pertaining to strategy, planning, execution, and response programs focused on operations in the Command area of responsibility (AOR).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of military strategic military joint planning, operations, tactical concepts, principles, and processes in all domains (Air, Land, and Maritime) as they apply to HD and DSCA missions
Knowledge of the Joint Planning Process (JPP) with ability to provide accurate, detailed information for input into the system to effectively write Operation Orders (OPORDs) and Fragmentary Orders (FRAGOs)
Knowledge of homeland defense and civil support activities, operations, and exercises as used by DoD, the Joint Staff, Combatant Commands, and the Services
Knowledge of and skill in applying analytical and evaluative techniques to resolve complex or sensitive planning problems and produce effective work products (i.e., reports, plans, orders, briefings) for senior leader decision making
Ability to communicate both orally and in writing in a clear, concise manner with technical accuracy
Skill in applying Joint Training System concepts to meet exercise and training objectives
Ability to research, analyze, interpret, and apply rules, regulations, doctrine, orders and procedures to a variety of situations leading to timely solutions
Ability to build effective relationships and work closely with a variety of personnel from local, state, tribal and Federal agencies
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
