This position is located within the Department of VA, Office of Congressional and Legislative Affairs (OCLA) and reports to the Deputy Assistant Secretary. This office is maintains critically important liaison activities between the Department of Veterans Affairs (VA), the U.S. Congress, the White House, Veteran Service Organizations (VSO), and the VA Office of Management and Budget (OMB). Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties and Responsibilities: Serves as an OCLA expert on legislative and congressional oversight of national programs with precedent-setting issues. Evaluates, processes, and/or makes recommendations for effective organizational changes within VA elements requiring legislative change. Collaborates with VA subject matter experts on the impact of proposed plans on VA operating programs, and review for consistency with the Secretary's goals and objectives. Identifies complex policy and legislative recommendations that directly impacts VA across all administrations. Evaluates proposed legislation/legislative changes for VA impact to Veterans and their family members (workload, resources, and mandatory and discretionary spending). Collaborates with subject matter experts to analyzes the economic impact, feasibility, practicality, and effectiveness of costing on proposed legislation. Serves as the primary liaison to the Congressional Budget Office on all monetary cost estimates of proposed legislation. Exercises full delegated authority to speak for and represent the Assistant Secretary at meetings with Departmental officials on legislative matters as needed. Develops, staffs, and manages VA's annual legislative proposal process submitted to OMB. Manages responses to legislative and policy referrals from the OMB. This includes legislative hearing testimony clearance process, etc. Performs other related duties as assigned. Work Schedule: Full-Time Employment: 8:00am - 4:30pm Monday - Friday Duty Location Status: Washington DC- you will be required to report to the VA facility in Washington DC at least once per week. Minimum Qualifications Requirement: For GS-15: Possess at least one (1) year of specialized experience to perform the duties of this position. To be creditable, this experience must have been gained at least the equivalent of the next lower grade level of (GS-14) in Federal service. Specialized experience is experience in Congressional processes and relations; coordinating policy conversations and decisions; leading administrative and management in a Legislative and Congressional Affairs environment; handling policy and legislative issues with a U.S. Government Agency, Congress, or corporation; and working directly with Congressional Members and their staff and Oversight Committee staff, the White House, and Governmental Agencies and departments. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Analysis and Problem SolvingDecision SupportKnowledge ManagementPlanning and Evaluating IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Moderate level of walking is required. Occasional travel to Congress and VA leased buildings within District of Colombia.
