You will serve as a Program Analyst in the naval Sea Logistics Center Detachment Portsmouth of NAVSEALOGCENKYPTDIVNUWC MECH PA.

Duties

You will discuss industry trends and tools and the origin and philosophy of existing programs and current policy and operational guidelines. You will serve as a senior analyst and expert advisor for one or more of NSLC Detachment Portsmouth material quality assurance and/or vendor past performance programs. You will analyze, interpret, and discuss the impact of proposed and new policy and operational changes issued by higher authority. You will develop long and short term plans that serve to coordinate program operations with managed applications and taskings, maximize resource capability, minimize crisis management, and reflect organization and program goals and priorities. You will monitor program status and the effectiveness and responsiveness of applications. You will measure progress and determine effectiveness in achieving program goals and objectives. You will develop analytical guidelines for use by other analysts; representing the program and activity sponsor at policy and planning sessions within and outside DoD. You will participate in the development, authoring, interpretation, and promulgation of technical and operational policies and procedures.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area-N and acquisition certification 2, is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting studies to analyze program management duties and provide recommendations for the improvement of vendor performance programs.
