You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the SUPPLIER PERFORMANCE & LOG SYS DEPARTMENT of NAVSEALOGCENKYPTDIVNUWC MECH PA in Kittery, ME.
The NT-5 pay band includes positions equivalent to the GS-13 & GS-14.
Duties
You will serve as Project Manager performing work in the administration, development, delivery, support, and oversight of information technology (IT) systems and services.
You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
You will identify and define requirements, manage a product line business plan, forecast workload and identify resource requirements, manage budgets and operational plans of action, establish and adjust priorities, and monitor status.
You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
You will give advice, counsel, or instruction to employees on both work and administrative matters.
You will staff, develop, and manage a unit composed of technical and administrative personnel.
You will provide technical guidance in the application of supplier and material quality assurance, reporting program strategies, policies, and operational guidance regarding methods, procedures, and precedent situations.
You will influence decision making and report or present information to higher-level management.
You will identify and monitor changes in customer requirements, technological and operational developments, and logistics support delivery system to conceptualize and test new approaches.
You will identify, report, and resolve deviations from cost projections.
You will serve as the technical and operational point of contact for program officials and managers regarding the delivery of products and services.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 level Advanced within 12 months of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11/12 equivalency) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing and managing an information technology program to plan, develop and execute software projects, implement changes, establish priorities, or forecast workload for improving efficiency of business operations.
