You will serve as an Assistant Program Manager (APM) in the Surface Ship Readiness Program, Surface Warfare Directorate of NAVSEA HQ FIELD SUPPORT. Planned Maintenance System (PMS) 443 is responsible for providing program management for Surface Fleet - Ship Control Systems (SCS) and Machinery Control Systems (MCS) and ensures that quality, cost, schedule and technical requirements are met.
Duties
You will lead acquisition studies and coordinate development of cost estimates and analyses in response to ASN, OSD, OPNAV and COMNAVSEA tasking during all phases of ship acquisition.
You will obtain/maintain Contracting Officer's Representative qualifications as needed to execute the acquisition strategies aligned to assigned platforms.
You will provide evaluations, guidance and recommendation that form strategies for the US Navy commonality policy direction and investments.
You will representing NAVSEA and the Principal Assistant Program Manager to NAVSEA field activities, including RMC's, SUPSHIP, NAVSPAWAR, Fleet activities, other government agencies, and contractor organizations.
You will conduct strategic program planning and schedule short and long-term program objectives.
You will deliver presentations on the results of work performed and/or conduct reviews and recommend programs and special tasks associated with the assigned functional responsibilities.
You will maintain liaison both internal and external to PMS 443 including SEA21, SEA05, NSWC PD, PEO Ships, PEO IWS, PEO USC, other field activities and government organizations, the Fleet, industry and universities.
You will formulate, develop, and manage multiple ship class programs in support of achieving challenging program performance objectives and complex program solutions.
You will lead and manage issues associated with consolidation toward commonality while leveraging associated stakeholder relationships.
You will solve broad programmatic and sustainment issues and implement strategic plans within and across organizational components.
You will manage resources and apply program management techniques, practices, and theories sufficient to provide expert program management oversight.
You will develop, deploy, and administer strategic plans, goals, objectives, and business office initiatives supporting technical and programmatic direction for the current fiscal year and across the Future Years Defense Program.
You will develop, interpret, and implement programmatic strategy, policy and plans to support planning, processes, and execution of related actions supporting overall program execution.
You will manage Program Office goals and objectives and ensure commitments and obligations are fully addressed and understood.
You will arrange for resources including labor, materials, contracts, and industrial support to accomplish specific program objectives within schedule and budget.
You will perform investigations and technical assessments in collaboration with technical leads for PMS 443 in matters relating to programs, capabilities, resources, or processes.
You will be responsible for preparation and delivery of program status reports and presentations to SEA21, SEA05 Technical Warrant Holders, Ship Design Managers, and other NAVSEA Codes.
You will develop program Plan of Actions and Milestones, identifying critical paths and program risks and mitigation of such.
You will provide risk management expertise for integration and design related issues, including risk identification and mitigation.
You will develop and coordinate program and acquisition documentation required to meet DOD 5000 regulations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing program requirements (e.g., cost estimating, budget analysis and planning, schedules, strategic planning, financial management, resource allocation, manpower, performance, contracts, risk assessments, or project planning) to support the acquisition, procurement, life cycle, or sustainment shipboard systems, subsystems, or components.
