You will serve as a PROGRAM MANAGER in the SECURITY COOPERATION PROGRAM OFFICE of NAVAL AIR SYSTEMS COMMAND HQ-PMO.

Duties

You will advise the Director, International Directorate and Senior Executive Leadership on the progress and development of Partner’s International Armaments Cooperation program. You will interface on a daily basis with the senior national representatives from the partner nation. You will serve as the focal point for all issues as they relate to the assigned cooperative partner. You will coordinate within the Program Office and Prime Contractor, suppliers, and external stakeholders as required to set priorities of efforts and resolve issues related to meeting partner capability requirements. You will develop integrated strategies to address Partner requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing needs and requirement information to develop program initiatives and planning; 2) Serving as a key participant in the development of an acquisition strategy that serves as the framework for integrating functional activities essential to the acquisition effort; 3) Communicating with International partners via written and oral communications for the purpose of establishing requirements and executing programs; 4) Demonstrating the understanding of Cooperative programs to include the development and management of Memorandum of Agreements and Project Arrangements.
