This senior program analyst position is located in the Bureau of Global Public Affairs, Office of Analytics (GPA/AN).
The mission of Bureau of Global Public Affairs (GPA) is to serve the American people by effectively communicating U.S. foreign policy priorities and the importance of diplomacy to American audiences and engaging foreign publics to enhance their understanding of and support for the values and policies of the United States.
Duties
Performs a variety of highly complex program reporting and analysis assignments and makes recommendations to support U.S. foreign policy goals and objectives in data as well as digital and social media.
Plans, designs, and carries out projects and studies that serve to integrate the disparate data analytics work streams of the GPA bureau and the Office of Analytics.
Evaluates and makes recommendations based on emerging trends in data analytics, data science, and generative artificial intelligence (AI).
Serves as an expert on procurements and innovation involving (application programming interface) API, generative AI, and their integration into proprietary U.S. Department of State products, data, and methodology.
Coordinates office resources, contributes to strategic plans, conducts budget analyses, develops financial strategies, and manages the Office credit card purchase program.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience advising and making recommendations for data analysis strategies and efforts to achieve foreign policy objectives.
Experience analyzing global narratives, utilizing social listening, digital media analysis, and search trend analysis.
Experience using data analysis tools (e.g. Google Analytics, BigQuery, DataStudio/Looker, Brandwatch, Meltwater, and Wrike).
There is no substitute of education for specialized experience for the GS-14 position.
