This position is located in the Department of Technology Services. The Department of Technology Services (DTS) provides leadership and accountability for the judiciary's national information technology (IT) management, governance, and oversight processes, including IT project planning, acquisitions, and standards.
Duties
DTS also advises the Administrative Office (AO) Director and the judiciary's governance bodies on all matters pertaining to IT and develops and recommends IT policies that support effective and efficient use of IT resources. It also provides Judicial Conference committee support and coordination, as well as program assessment for the department and manages the budget and human resources for the department.
The incumbent of this position will report to the DTS Chief of Staff and serve as a program analyst in support of the Chief Information Officer (CIO) in implementing agency-wide IT management practices. The incumbent will have frequent interaction with staff throughout the Department of Technology Services, the Administrative Office, and the courts. The ideal candidate for this position must have a strong sense of customer service, excellent analytical skills, experience in handling multiple and competing priorities, and the ability to communicate effectively in writing and in person at all levels.
Duties of the position include, but are not limited to:
Providing staff support to the CIO in implementing a process to regularly engage with program managers to evaluate effective and efficient use of IT resources. This includes conducting research, developing reports, graphs and other IT-related materials.
Managing communications from the CIO, including creating and updating dashboards and other applications to disseminate IT information to internal stakeholders.
Managing mechanisms to collect and organize feedback to the CIO on various IT-related issues. This includes retention of decision-making material and related communications.
Tracking performance metrics of the IT management boards to measure their effectiveness.
Providing assistance in the development of recurring reports used by the CIO to oversee IT management practices.
Maintaining an ongoing awareness of changes in external IT management practices and reporting requirements for potential consideration by the Judiciary. This includes attendance at meetings sponsored by organizations such as NIST, OMB, and DHS/CISA.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated knowledge in ALL OF THE FOLLOWING:
The principles, methods, and processes used to conduct a systematic and objective inquiry including data collection, data analysis and interpretation, and reporting findings; and
The ability to solve issues quickly and effectively, involving a methodical step-by-step approach to thinking, breaking down complex problems into single and manageable components and considering each part in detail; and identifying discrepancies and inconsistencies in available information.
